1) I'd replace the Jace with Chandra. Curving out with a T3 Tutelage, T5 Archive, T6 Chandra and 0 ability is just nuts. Also, her -X can help stabilize if needed.
2) I've switched over to fiery temper/just the wind. Even if you're not running JVP, you have multiple discard outlets (Chandra if you play her, Oath of Jace, Tormented Voice, and Pore over the Pages)
3) Archive is nasty once you get it down but tapping out for it is just brutal. I'd look at a MB avacyn's judgment in its place.
I never thought about running Kozilek's return. it looks more consistent than avacyn's jugment without jace.
Well, you could run Kozilek's Return, but that's a $7 card, and Radiant Flames is a 60 cent card and does just as much if not more in almost all tutelage builds. The only downside is the sorcery speed, but I haven't found that a problem yet.
Here's what I'm running. It's a bit of a budget build, with the exception of Jace, which I'm sure will go down soon.
Forgotten Creation acts as my budget alternative to Chandra, even though they are miles apart in power level. I have found Visions to be a powerhouse in playtesting, as it draws you into Tutelage faster, immediately works wonders with tutelage, or can even be its own win con if you can control the board long enough. The sideboard is pretty self explanatory, although I do advise boarding in your other creations in Game 2 always, since it's expected of your opponent to take out removal.

Playtesting this deck all day on cockatrice. It's a real deck.

I didn't include visions since it doesn't contribute to the main win con of the deck. Once you get 2 tutelages into play, you can win the game in 1-2 turns with the right draw spells. Instead I put a 1 of Startled Awake in case they have main deck enchantment hate.
I've been trying this deck with 1 Drownyard Temple ever since Patrick Chapin wrote about the cute turn 3 trick of activating Jace, pitching Drownyard, shipping the turn and then bringing it back from the GY. However, in my testing, I find that I'm looking to spend those 3 mana on removal, or to just play a Tutelage on my turn. Really, I'm looking to curve out on turns 2 and 3 - turn 1 usually has no play (unless I'm playing Magmatic Insight), turn 2 is Jace, and then turn 3 is Tutelage with a Jace activation to get the mill started. However, Drownyard is a great mid to late game mana sink. Ideally, I don't care so much about curving out after turn 3.
Now, I've toyed with playing 1 Mage-Ring Network. It's a less intensive mana sink, plus, it can help you power out Pore Over the Pages (which is just crazy when you can leave so much of up to cast the spells you draw with it) or Chandra, Flamecaller plus another spell on turn 6. I'm thinking of going up to 2 Mage-Rings, but it needs more testing. Not a big fan of too many colorless sources with so many 1 and 2 cost spells.

As for Mage-Ring Network, let us know how your testing goes. I usually don't have any mana open unless I know that i'm going to bounce or engulf on my opponents turn. Could be worth it if you dedicate time to it. It is always awkward when you finally pull a tutelage but can't cast it. So it just sits in your hand for a turn hoping it doesn't get discarded/exiled.
The only other land besides a blue/red source that I considered was blighted cataract. I wasn't a fan because during the times that I desperately needed to crack it for cards, I was already behind.

I don't know. I think I'd run it in my build, maybe switching out a Cataract and/or a Sea Gate Wreckage. I'm gonna try this out tomorrow in testing.

I should be constantly drawing and discarding through my entire game while getting off damage here and there and getting some mill going. I love the madness going on.
With so much Madness based removal, I've found that I can often win with Chandra/Fumarole and no Tutelage. Mostly tested against a very aggressive UW humans deck but found I was able to beat all but the most absurd draws. As for Drownyard Temple, I've found it to be pretty awesome. Between Jace, Insight, Voice, Lightning Axe, Forgotten Creation we discard a lot of cards, and being able to pitch non-madness cards that provide future value is important (see also: Geistblast). And sometimes you just want to power out a turn 5 Chandra.
Based on the typical play pattern, I think this build will be solid against aggro or aggressive midrange strategies (UW Humans, U/R Eldrazi, GR Werewolves, BR Vampires) but very weak against ramp or strategies that can remove enchantments incidentally. World Breaker eats Tutelage, that's a real problem, and the deck has no good way to answer it (Void Shatter only kind of works).
