I think painlands are a bit of a necessity, but might be able to get away with a small # (~4). I think going up to 4 opulent palace should also help smooth things out (I've been at 2 only).
God, Dictate of Karametra is a ballsy play in a meta that has a fair number of devotion decks. I do really like these lists, though. Pearl Lake Ancient and Villainous Wealth are some intriguing wincons.
Interesting to note the lack of Prognostic Sphinx.

I would also include 1-2 copies of Embodiment of Spring. Helps the aggro matchup and converts to a land later in the game.
Also, the lack of mainboard disruption in the form of Thoughtseize makes me scratch my head. Counterspells are great but the deck seems like it would be weak to cards like Goblin Rabblemaster and Brimaz, King of Oreskos.

I´ve never experienced any mana problems but i´m open to suggestions.
Kiora is great to attract attention and gain time. I mostly use it to draw and "ramp" in early game. In late game i try to protect it and ultimate.
It´s my most tested match. I know exactly how it goes.
Stronger cards; ulcerate and despise. first game a nail them both in my opening hand and dig though a bow.
Second game he came out really fast and nailed everything perfect.
Third one i got a swamp and despise. I discarded his only creature. He got one dead turn and i draw a bile blight.
Round 2 - Mono red sligh (with rabblemaster) (W 2 -0)
This one was easier. i had Despise both games and maybe rabblemaster is a drawback against this deck because it needs more mana and if your opponent has it on the opening hand it will "slow him down" a little. Death frenzy was great. I can let the goblins token or soldier token hit me a few times while i counter some enchantments or stokes and then when im ready and he cast a third creature, it take all the dudes and gives me 3 more.
Against both decks my SB was like this:
-2 disdaunful stroke + 2 negate
-3 silence the believers + 3 death frenzy
Round 3 Sidisi whip (W 2-0)
Easy win. The deck is slow and it does part of the job for you. One of the main reasons i build this deck was the fact that whip based strategies where on the rise. They seem to forget sultai charm third hability. With the life gain lands i really don´t care about any elf or such. Sidisi dies to ulcerate and they have no answer to a bow.
SB plan
- 2 disdainful stroke + 2 negate
- 3 despise + 3 stain the mind
- 2 kiora + 2 death frenzy (kills little guys and every sidisi zombie token)
Round 4 RG monsters (W 2 - 1)
Game 1 he plays an elf and i play t1, t2 despise. That was it. I take courser and Ashcloud Phoenix. The other cards in his hand are costly PW.
Game 2 was really grindly he came out fast but i had all the answers. At some point he start hitting with 3 elfs and i just draw counters. Never found the bile blight.
Game 3 i manage to remove every threat he casts. With 7 lands i play PLA, with no answer on his side. He had no way to deal with it.
Round 4 Jeskai tempo (w 2- 1)
The lands! o god!, the stars of the show. And of course; ulcerate on mantis rider with only one mana avalaible it´s so beautiful.
The game plan was simple, kill or counter everything that can kill me fast. I don´t care about magma jet or Lightning Strike even stoke(it is slower). But i do care about seeker, mantis rider and jeskai charm.
G1 i won 6 lifes on lands (4 tap, 2 fountain) and 9 on bow.
G3 i won 2 lifes on lands (2 tap no fountain) and no bow.
G3 i won 3 lifes on lands (2 tap, 1 fountain) and 15 on bow.
Important note: both games i won bow was in the field. G3, he puts banishing light on it. I use the third mode on the charm.
SB

With so Much Counter and kill you never seem to run out of Answers. I took the first list to FNM tonight and I found out that Mind swipe and Crater claws is stupid. I got killed all 3 games that way. It does not seem to be a card in the Tournament Meta. But at my Gameshop it is everywhere. Go to VW for 18. Mind swipe for 8. Well GG...
So I think it would do well in the Tournament scene but local meta psssshh...
Dictate is actually pretty awesome. I flash it in a turn before I VW. OOORRR I can flash it in on a turn where I need to Silence for infinite.

I believe the deck to be fairly well positioned at higher levels of play where strategies are a bit more focused. The deck has a really good midrange game, a decent aggro game and a solid control game. I really am just hoping to dodge Mono Red and Mono black aggro.
I am also back on the AEtherspouts plan with Perilous Vault in the board. AEtherspouts is good coverage or the combo deck I feel.

My friend played my list last night at an FNM event and went 1-3 drop. LOL. It might just be that she's not used to control decks at all, and specifically Sultai.
I agree, Kamahl, that no one is looking to see this list. I think one of the best things about it is our charm. It's hands-down the best one out there right now.
My friends and I were having a debate about which charm was best. A lot of them felt that Abzan was best because it has a deck. Then I posed the question, "What if Sultai Charm was in Abzan colors?" and that sort of settle the argument. Haha.

I agree that Aetherspouts is well-positioned currently, with no one really playing around it. I think we can leverage this fact to work in our favor, as no one is expecting it.
I would not cut Nissa. She is insane against Mardu Midrange and she is still miles better than Kiora. Kiora can shine once you are already stabilized but in the event you are not - she is not good. There are too many cards that split her focus. Goblin Rabblemaster, Brimaz, King of Oreskos, Wingmate Roc, Genesis Hydra, Sorin, Solemn Visitor, Elspeth, Sun's Champion, Sidisi Brood Tyrant, Hornet Queen, Nissa, Worldwaker. Lightning Strike is also an incredibly prevalent card right now. While she can put in work, it isn't often enough to just continue running her under the assumption that she is even close to the bread and butter of the deck.
Nissa probably is not MB material. I kept 1 in this week for testing and swapped the 2nd out for Liliana. It let's me tutor for her if I want to start snowballing pressure.
The real cards in this deck are going to be Ashiok, Sultai Charm, Dig Through Time, Prognostic Sphinx, and Courser of Kruphix. It is nice to see that Riley did well with the deck, I only wish it was top 8 to get some real attention. This list is the Shaheen list that is derived from one of my earlier iterations of the deck with some slight SB modifications.
I don't buy into Hornet Queen. Your midrange match is way too good to call for this as a necessity.
I have been using her that way since before M15. I am aware how to use her and why, I wont a GPT with her in the list - it isn't like I came to this conclusion without any testing. I cut her after the GPT and I feel even more justified in cutting her now that the format is warping itself to value out 1 for 1 removal.
There's nothing wrong with some number of Kiora in your mainboard, IMO.
I still don't care for Nissa, however. But I will continue to run one and see what happens!

I ran 2 Kiora, all week. I am now down to 1 for the next week and am not going to hold my breath - I would rather run a singleton of a real non-interactive finisher and I am not sure how necessary that actually is when it is all said and done. I think just a bunch of Ashiok is probably just going to be the best route in the end.
Liliana has been good. Not great, but okay. I have been running a single of her in Abzan Midrange as well, she is much better there because you get powerful things to search for that have more value overall, but she is nice to start hitting their hand while I 1 for 1 their stuff on board. I will have a list up later this week I am sure.

Or because we would rather hold up the mana to counter something?

Granting unblockable to something Ashiok takes / Kiora kraken / Nissa lands, late game seems like an idea worth considering.

Tapped Out is right, negate and charm does the trick pretty easy.
I think that if U/W heroic becomes a thing in standard, 1 ulcerate more in SB is needed. I tested yesterday against the deck and having fast response is key.
So this is the deck I have been testing, and while it has been limited testing, I think its doing what I wanted out of it. The plan is to keep the board as clear as possible while turning off any targeted removal the opponent draws (no targets for biles/cuts/charms etc) and riding a planeswalker or PLA to the win.
The Evolving Wilds have actually been surprisingly good; the thought process behind their inclusion is as follows:
a) it adds another card to delve (which this deck runs 4 and might be more in the near future)
b) it thins the deck of lands drops (yes its a tiny % but its still something)
c) it replaces temples, so the comes into play tapped is the same and the thinning is arguably similar to the scry 1
So basically, im trading a little thinning/colour fixing/faster delving for a little bit of deck manipulation
No coursier:
a) gives targets for cards that otherwise are dead
b) double green is hard for the deck to play on curve, as this deck is more UB control with green splash
The sideboard is up in the air; it's going to contain some amount of despise, counters (dissolve, negate, stroke), drowns/death frenzy and aetherspouts

If your list is still updated, you run 3 ulcerate + 2 bile blight MB and probably you need 1 more ulcerate SB (if necessary)
Seems to much to me... (i run 4 bile blight MB)
How you can afford the lifeloss? 3 damage for each ulcerate + some other self damage (like painlands) is a lot.
Seems too much to me...
Bow + Fountain are enough? ( i run 1 bow MB but 0 Fountains )
I mean Radiant Fountain can gain some life but can force yourself replace bile blight with ulcerate because of mana issues (T2 BB vs. B + 3 life)
Seems strange to me, i would run the full bile blight package before the 1st ulcerate because in my opinion 3 damage is "worth a card" against aggro (Virtual CA) so i feel like 2 for 1 myself.
In some specific situation i can run 1 or 2 ulcerate SB (ex. G2 or G3 on the draw against aggro if i run many taplands) but 3 MB seems too much to me.

That can be a problem against Jeskai?
The main issue a think is that bile blight might not be fast enough. On the play boss sligh or rabble red can do a lot of damage. More than ulcerate.
Against jeskai with 3 mana you can counter damage and kill a creature like rabble or mantis.
against abzan aggro you can kill flemancee or rakshasa fast an in his turn.
And yes, the lands can keep you alive. Bow in this build is really amazing.
There is a lot of other meta based reasons to play ulcerate but i think that is better if you test it.

@manabase- I would probably ween yourself off of Radiant Fountains and see if you can survive. To start, +2 Polluted Delta -2 Fountain.

So this is the deck I have been testing, and while it has been limited testing, I think its doing what I wanted out of it. The plan is to keep the board as clear as possible while turning off any targeted removal the opponent draws (no targets for biles/cuts/charms etc) and riding a planeswalker or PLA to the win.
The Evolving Wilds have actually been surprisingly good; the thought process behind their inclusion is as follows:
a) it adds another card to delve (which this deck runs 4 and might be more in the near future)
b) it thins the deck of lands drops (yes its a tiny % but its still something)
c) it replaces temples, so the comes into play tapped is the same and the thinning is arguably similar to the scry 1
So basically, im trading a little thinning/colour fixing/faster delving for a little bit of deck manipulation
No coursier:
a) gives targets for cards that otherwise are dead
b) double green is hard for the deck to play on curve, as this deck is more UB control with green splash
The sideboard is up in the air; it's going to contain some amount of despise, counters (dissolve, negate, stroke), drowns/death frenzy and aetherspouts
The main issue a think is that bile blight might not be fast enough. On the play boss sligh or rabble red can do a lot of damage. More than ulcerate.
Against jeskai with 3 mana you can counter damage and kill a creature like rabble or mantis.
against abzan aggro you can kill flemancee or rakshasa fast an in his turn.
And yes, the lands can keep you alive. Bow in this build is really amazing.
There is a lot of other meta based reasons to play ulcerate but i think that is better if you test it.
