If you're playing the combo version, you don't need the more clunky heroic package. Springleaf drum and akroan crusader become excessive because they are far more specific in their use than the mana dorks. Their original purpose was to make a way to do it while still using the fine for heroic akroan crusader.
1 bow of nylea (this isn't 100% the norm but bow lets you turn your untapping into life or recycle your win con back from the grave.)

This leaves 29 slots to go but to me, I feel like this package is at the least mostly correct. However, the lack of caryatids definitely suggests that some defense would be recommended.
Background
I played Azorius Heroic as my deck of choice last season of standard, and I really liked it. It was a solid tier 2 deck and a lot of fun, best of all it was cheap. Well, I think this deck is both better and cheaper. Heroic encouraged you to invest heavily in one creature, and if that one creature got removed, if you ran out of Gods Willing or whatever, then you were often completely screwed as it took you five or six turns to turn that guy into a game winner. Well with Prowess you can fill the board, like any aggro strategy, then cast something like a lightning strike and pump your entire team. Pretty sweet.
Unlike a lot of aggro decks I think this one will still have a chance mid to late game if we fail to close the match early on. After all, a pro everything double striking 5/5 (Dragon-Style Twins + Spectra Ward) is a pretty short clock.
The sideboard is pretty self explanatory, except perhaps for Hero of Iroas. He's simply there if we run into a lot of removal or board wipes and find that we need more threats. He has the added benefit of making Spectra Ward cheaper. The Fated Conflagration may as well be called Kill Target Stormbreath Dragon, as that's pretty much all it's here for.
If you had more of a budget the first place to put it would obviously be the mana base. Temples and pain lands, perhaps even some off-colour temples. They're slower than basics, but if this deck is anything like the old Heroic decks it would be quite susceptible to drawing the wrong cards and just flapping about all game. For example a hand full of protection with nothing to use it on will not get you far.
I don't know if anybody else has played with this deck, but I have. This deck is amazing. It is just lethal. I have finished most games in 6 turns or less. If anybody needs a good budget deck to start with I can whole-heartedly recommend this one. I just bought all the cards to put this one and the budget Scavenger deck together about a week ago. They cost me right at $25 dollars apiece though, so the prices seem to have went up a bit. I am just getting back into Magic so I have been play testing this with friends on OCTGN. This R/W prowess deck is better than any other budget deck I've played.
I am so ready to get my cards in the mail and take this thing to a local FNM.
I don't feel that take up arms is wanted at all. It just costs too much. I also don't find war-name particularly impressive without one drops. War-name on turn 2 is one thing. War-name on turn 3-5 is not half as impressive. Even turn 3 isn't going to be terribly common, I think. I'd make some room for some crackling doom, 1-2 outpost siege, and some seeker of the way which I think is a much better 2 drop, especially in a deck with only 8 creatures.
The rest I can't figure out. It's my buddies deck, and I only remember bits of it. Goal is to put enough creatures in your graveyard and then bring em back with marauder to swoop in for a kill. Thinking of putting nylea in in case they have black creatures. I honestly need help filling in this deck.

Yea, haven't been able to try it yet, still waiting on Rally's. The only double black I have found is master of the feast.
