I'm a fan of nightveil specter if he had been a 2/4 would have been perfect. But in the right deck (mana fixing) he can cause so many problems for a mere 3 drop.
Guttersnipe has been devastating in some decks. It has its obvious problems but a heavier counter magic deck can keep him alive and just slowly shred down the life. American control abuses him like crazy.
Also Chandra the firebrand. She has seen some play but its only been mild. She is now outclassed by her new incarnation but the old one was a legit win condition with her -2.
Not sure why this card doesn't see play, Vindicate on a body? Only thing he won't do much against is board wipes, right? That's what Obzedat is for!
I like him too, but I always drop him for a dude that can also attack if I want dudes, or less conditional removal (doom blade, abrupt decay, dreadbore) if I want removal.
The only way having a card that is both a bad dude and a bad removal spell is if you can gain advantages of that combination (resurrection, cloning, making him invulnerable, etc.) and there's just not a whole lot of decks that do that.
I just recently saw it on the Belgium team in the World Cup. But before that I hadn't seen anyone running it. I've been using it since right before gatecrash came out. Now that I saw it again it's definitely going back in my UWR flash.
My candidate for underplayed is Gloom Surgeon. Dies ONLY to removal. Carries Rancor really well. Should be the main deck two drop in any Zombies deck.

It's a seriously good card. I like it out of the board in black-based control, against aggro decks. It can put early pressure on the opponent or block burning-tree emissaries and rakdos cacklers all day.
I'd say Staff of Nin fits the bill too. I don't think I've ever seen it played, but I've been able to take over games with it.
Ever since I got my promo Staff of Nin I've wanted to test them in stuff and the card is just amazing!! pre RTR I played it in a Elf ramp deck (3 staff- 4 thundermaw hellkite, 3 wolfir silverheart some devil's play and Battle hymn) the raw CA from Nin is nigh unstoppable (yes you can get rid of nin ect) but it just puts you ahead fast and the ping is note worthy killing chumpers ect, good stuff.

Just recently added him as a singleton in my Grixis control deck, and I have to say, I'm very impressed with the amount of work he's done so far. A 4/4 hasty flier for 5 cmc on its own is solid. Add the fact that Dreadbore, Mizzium Mortars, Rakdos's Return and Pillar of Flame are now at instant speed and we have a very strong (and extremely underrated imo) card for a build like this. Will most likely be adding more in my build post rotation.

Yeah, post-rotation, I think this might see some play in R/B/X builds. The only thing stopping it is Thundermaw Hellkite being in existence. EOT Rakdos's Return is pretty nasty. Also works well with Urban Evolution in RUG builds.
Duskmantle Seer - Something tells me this card is going to be a house post-rotation. It's a build-around-me card stuck on a very reasonable 4cmc, 4 power, black (no Doom blade!) evasive creature. Desecration Demon - See above. We'll see this card in top 8's before long.
I second the Mercurial Chemister suggestion. Any deck that has some sort of counterspell/discard protection for the guy should at least try him. I threw him in my Grixis Shrieking Affliction deck and he's been important to that deck's success.

This! I love this card and it works well with Staff of Nin as well.
