Hey everyone, I'm in a bit off a quandary right now on what deck to build. I really want to make a budget deck that I can use for a while, but I have so many ideas that conflict with each other that I find it difficult to settle on one concept. Also, I have some pet cards that I want to see used, but have not yet figured a way to make it work. So, I thought I might pose a creative challenge to the good folks here and see what your minds can come up with!
The cards that MUST be included in this deck are the following:
How many of each is included is up to you, but these are all cards that have either sparked deck ideas in the past (HS, which I ran some in Scars/Inn standard), and then Jack and Regent, the two rares that keep following me in RTR. Regent is a junk Mythic right now and seems too winmore, but she is still a good, tough creature, and her ability is so powerful. Jack feeds my love of a +1/+1 counter theme, which has led me to GB and Junk build ideas, but nothing has solidified yet.
Anyone here have any ideas to help a guy out? As for budget, since this is the budget forum, the lower the better. My rule of thumb is that it should be no more expensive than an Event deck, maybe a hair more. Rule of thumb, $30 or less.

Now I don't know why you would want Heartless Summoning in a deck that is centered on +1/+1 counters. To me that hurts this type of deck tremendously. Yeah, you can bring out your Regent faster, but when playing a green deck there will be some kind of ramp to help out.
Also, I am not sure as to how this deck will run without any of the G/B dual lands (not including the gate).
Anyways, this is how the deck works:
You start out slow, play Arbor Elf for ramping or Slitherhead to block. Bring out a Dreg Mangler or Vampire Nighthawk for early damage and/or blocking. You need to also get Champion of Lambholt out as soon as possible since her ability pretty much makes the deck. If you have the Champion and Corpsejack out then that is when the shenanigans start.
Regent is in there for a big flier that also helps the deck out pumping up your creatures, and Desecration Demon is in there to either bring out a big bomb early, or protect yourself in a pseudo-type way from attackers.
As for spells, you need some protection from attackers since you need a few turns for your deck to get pumping, so that is why you have 6 kill spells. The Golgari Charms can be very useful if used properly; yes, destroying an enchantment or doing a small bard wipe against 1/1's are nice, but the regeneration is key here. Yes, if your opponent plays a board wipe then play the Charm, but what you can do is swing with all of your creatures; some may die some may not, but once they die you can regenerate them and have your board presence back to where it was to begin with (But they still come into play tapped, so try not to leave yourself too wide open.)
The price here shouldn't be too bad. I would say your main rares should cost you less than $20 all together. If I were you I would seriously invest in a good land base, since having at least one set of the rare-duals is better than nothing.
If you are dead set on the Heatless Summoning, then I would take out all the creatures with a CC of 3 or less. I guess you could then just put in big cards in their place, but if you do that then you are absolutely dependent on bringing out the Heartless Summoning since without it it would take you many turns just to drop one creature.

Well, I ditched 2/3rds of the card choices, and ended up with a pretty fun looking Jund build; Obviously it doesn't fit either rule, but I just wanted to show you what your idea inspired me to do, haha.
With two Heartless Summonings on the field, Mindclaw shaman becomes a 1-drop stolen spell that also procs both the Soul of the Harvest and the Harvester of Souls on his way out. Draw two cards, steal one and play it for free. Feels pretty Jund-licious to me.
The synergy and card advantage gets pretty silly pretty fast.
Quirion Dryad (Doesn't work so well with Heartless, but very well with the two others) Duress (cheap way of avoiding your opponent going bonkers with planeswalkers or worse). Jarad, Golgari Lich Lord (with Corpsejack bumping up counters on the creatures, this dude can fling the fat creatures for lethal). Undying Evil (is a funny trick when the opponent tries to kill your cute creatures, or doublefling with Jarad!). Disciple of Bolas (this can help with much needed card advantage). Sign in Blood (...speaking of card advantage).
