I am currently working feverishly to update the Budget Guide. I have already added a handful of decks and I have plenty more to add. I will update the other non-deck sections later.
All th enew decks look good so far, except for Bant Pod. I'm sorry, but I think Birthing Pod is just a bit too expensive to be considered at all budget, being $8+ each.
In your RDW lists, you have 4 ofs of Stormblood Seeker. I think that they should be Stormblood berserker lol Great guide, as always! Keep up the good work!
The Illusions deck (No-chase-rares) has some serious problems. For one, Cackling Counterpart cannot copy your Illusions because it will kill them instantly, and it only targets your creatures. Also, Turn Aside does not stop your Illusions from dying if they are targeted.
You could still copy and protect your non-Illusions, but it seems like very poor synergy.
Cryptoplasm + Crackling Counterpart kill the illusion...
Phyrexian Metamorph + Phantasmal Image(not so budget) act as a Clone effect and doesn't kill the illusion.
the only other clone effect i can think of is Quicksilver Gargantuan which is not really good...

Spike cares more about the quantity of wins than the quality. For example, Spike plays ten games and wins nine of them. If Spike feels he should have won the tenth, he walks away unhappy.

How would you go about improving and building a sideboard for the no-chase rares goblins deck? For the sideboard, I'm thinking about traitorous blood, crush or shatter, and maybe even vulshok refugee.
And why is it 64 cards? Why are there 4 extra mountains?
My fiancée is looking to start playing magic a little bit, and so I want to make 2 cheap decks that play well against each other. No preferences to the types of decks, so long as they're ~$10 each and have potential to turn into a reasonable deck. Most importantly they need to be equally powered against one another.

The Red/white metalcraft battlecry was half constructed from the "battlecry's" mirrdion besieged Intro-pack.. but they cost more than $10 but that is the fastest way to get an evenly matched deck. take a look at the options.
Black Sun's Zenith is SO key to the deck, I just can't see playing it if you can't muster up at least two, and probably at least three copies. Against white decks, you want to be able to sweep the board without resorting to targetted removal or Life's Finale.
I think that Memoricide could have a place in the sideboard, especially to name Primeval Titan, planeswalkers, etc.
I know the price is rising, but Bloodline Keeper is the other rare you should really try to get. It's less expensive than Grave Titan, but still a really good finisher. (Ideally you'd play with Grave Titan and Wurmcoil Engine, but I know they're both quite expensive).
I think that discard might be a bit much, but it really depends on your meta. I would definitely cut the Mind Rot, though. That just seems too underwhelming.
I'm really unimpressed with the Exarch and I would completely ditch him.
Gruesome Encore is okay against big creatures, but I'd rather just have a good threat instead.
Dismember is good, for sure, but unless you expect a lot of black creatures, it's just not as good as other removal which can also kill Titans.
There are too many good lands (Wolf Run, Inkmoth) not to run Ghost Quarter as an out to those cards. You also need at least one more land, 24 doesn't work in control.
Black is naturally going to have problems with some permanents (artifacts and enchantments and planeswalkers) and Ratchet Bomb should help out a lot.

In general, in control vs. control matchups, you want to have more counterspells, more card drawing, not miss land drops ever, and try to always be the last to act. UB control is generally favored versus other U/X control decks because it excels at playing draw-go more than other control decks. It can sit on instant removal, Forbidden Alchemy and Think Twice, and hold back Mana Leak and Dissipate and do nothing on its own turns except play lands. It even runs Nephalia Drownyard, which provides a win condition that is uncounterable, doesn't require tapping any lands on your turn, and doesn't die to most other answers control decks play (Day of Judgment, Doom Blade, Oblivion Ring, Black Sun's Zenith, etc.)
I'd try to play less white and more black if you want that match to be favorable to the U/B/w deck.
Or, even cut it out completely and run something like this:

Thanks for the suggestions. I've browsed for delver decks and sadly I did not like them. I really wanted a Mono-blue control budget version that can contend in FNM levels.
So I decided to take a crack at budgetizing Craig Wescoe's top8 list from Worlds. I tried to keep the cost of each card below $5, though I admittedly flubbed it on the Mirran Crusaders ($6.22 each) but I think a little leniency is okay here and there. Thoughts?
Total Cost: ~$62.77 (Mainboard) + ~$16.76 (Sideboard) = ~$79.53
Not too shabby overall considering that the deck in its current state costs less than the cost of the Geist of Saint Trafts and Hero of Bladeholds the original list ran.

It looks better than my old list. I took out one Arc Trail to add one mountain, but otherwise, it's in the guide now.

Mentor of the Meek doesn't play well with global pump effects like Honor the Pure. I'll have to rethink its place in the deck.
