I think it might be possible atleast while Djinn is still in.
Basically what you do is get Djinn into play and then wish Omni or even one of the fatties into play. Ponder's to set up the wishes. The proliferate spells to add wish counters.
avacyn is better than stormtide leviathan, and since you don't intend to hard cast anyways... i would suggest two temporal masteries, rewind is terrible... other than taht you might want to consider index and contagion clasp...

I dunno about the clasp. 4 is a bit expensive for just proliferate.
What are all the proliferate effects for? I think "what happens if you use Djinn three times" is the least of your concerns.
I feel like this deck needs unburial rites. Djinn is a really fragile combo card, and unburial rites rebuys him.
Rites also gives you the chance to add some incidental mill effects and... well, play solar flare as a backup plan.
Speaking of incidental mill effects, Nephalia Drownyard is also a good backup kill condition, and turns on your rites.
If you want to make rites even better, and cast Djinn of Wishes (with or without countermagic up) before turn X, you could run Deranged Assistant.

On topic: you really want as much library manipulation as possible to set up your wishes, this means you need 4x ponder, no ands ors or buts about it. Gitaxian probe and counterlash are not cards that will help you, since you care very much about the top card of your library, I'd cut them for 1x more ponder 1x more mana leak and 3x more fatties.
While it's cute, I doubt you'll have enough time for the proliferation on the djinn to matter. If you want to keep some in I'd go with contagion clasp, since it doubles as a touch of spot removal as well as repeatable proliferate.
I guess OP wants it to be 'keyworded' like "dies" was. What word would you replace ETB with though?

but seriously, i think this deck needs to be SUPER ramp, with stall cards and thenhuge cards to play when you finally play the monster for 10 mana. Like a turbo fog eddition with field clearers.
what if you went with snapcaster mages, ponder, a u/b control shell, and knowledge pool?
once the pool hits, you need only gitaxian probe or something for omniscience, and then everything becomes free. Get a second knowledge pool out? Now you can control your opponents triggers.
I only mention this because I am working on a knowledge pool deck to goof off with before it rotates. Would like to play one of my fave cards before it's gone, but it could work here.

Maybe run Spellskite and/or that counterspell that counters a spell that targets a creature you control.
Also, nobody has EVER played Shrine of Boundless Growth, but it could really pump out the mana to cast Omniscience.
I'm thinking of making a combo deck around Omniscience. IMO, it might be the card that Standard Storm needs.
