UR Delver with Pikes is relatively cheap. Really the only expensive cards are Snapcaster and Bonfire of the Damned. Sulfur Falls are like $5 a piece. If you went light on Snapcasters and did not play Bonfire, it'd probably be under $100.
No Snapcaster Mages is going to be really rough. It's one of the cards that really makes a Delver deck so consistent and unpredictable.
Other than that it's probably feasible. Try it and see what happens. Also check out the Budget sub-forum, I'm sure people have already put together budget Delver lists in there.
Value is good. But Dredgevine isn't supposed to be about value. It's supposed to be about V-8; 2000 pounds of nitro boosted war vegetables. The more velocity, the better.

The deck is extremely cheap to build and a viable option. For less than $50 I build a version in paper AND on modo. Once you have the "initial investment" (basically inkmoth nexus) you can go various routes...Mono Green..UG etc.
The deck is currently in the stages zombies was when it first came out. Nobody really respects it yet, but its very capable of beating ANY deck in the format.
You can play subpar versions of delver (pike over swords) but you would have worse results as the metagame atm is quite brutal towards that deck. Delver is in the running atm because of Restoration Angel. Without those the deck isn't strong enough to hold its own in the format. And if your not running Sword of Feast and Famine with that build your really gimping yourself.

Just my 2 cents. Hope it helps!
This 100 times over everyone thinks im trolling about when i play it in paper but ive tested it extensively in the two mans on modo and its a very very "solid" deck. I have also top 8'd everytime ive played it in paper in fnms that usually have 40+

trying to decide on that or the mono black infect

if i went with the mono black infect i'd make a cheaper variation of it by not using liliana

The mono green build is similar to mine, but I think adding blue helps a lot

Everyone has card choices they prefer, it's up to you to decide how to build it
I would start with
and go from there.
