I've been considering creating a Red/Blue Delver of Secrets deck for a while now, and I've sort of hit a speed bump with the whole idea of the deck. To me, R/U Delver just seems like RDW and U/W (and to some extent. U/B/W) Delver blended together, yet just quite isn't the sum of its parts. Has anyone made a fairly competitive R/U Delver deck that lives up to its potential (and if so, would you mind posting a list for discussion)?

I tried U/R delver and I found that it just doesnt have the tempo to compete with token seed decks. Youre pretty right about how it is a RDW and U/W delver rolled into one. and i believe it isnt the sum of its parts. you would be better off making either of the other decks that directly focuses on what they want to do. not to say the deck is bad (i topped a FNM with it) but tis not what i would call tourney ready.
I think it gets a lot of hype because U/R and RUG Delver are so powerful in Legacy and Modern, and people are trying to duplicate that success. However, with no Lightning Bolt or Goblin Guide being in the format, it's just not all that strong.
I think it's an overhyped deck due to the overhyping of Vexing Devil. Still, as an Izzet mage, I find it a lot of fun. I just don't think it's gonna be tier 1.
Personally I can tell you that I went with UR Delver over UW Delver simply for the matter of budget. If you can pull together 4 Snapcaster Mage and 4 Sulfur Falls, you can probably build a decent UR Delver deck. If you want to build UW Delver, you'd better add 4 Geist of Saint Traft, 4 Seachrome Coast and 4 Glacial Fortress to that list which is about another $150.

I have Sulfur Falls already, so is there anything else neccisary (other than Snapcaster)?

For both you'll need the Snapcaster Mages... So from a budgetty point of view. Both decks will end up costing the same, pretty much.
except that u/w delver needs geist of saint traft x3-4 which are 20.00 each, glacial fortress x4 which are 5.00. and many other cards that cost well over the 5.00 mark.
u/r delver is more budget, but u/w delver is far more competitive.

Why does not having any Snapcasters make the deck that much worse? I'll admit, there are times when I feel like I need him, but I don't see why any Blue deck instantly needs four of. The Seachromes would be handy, but I already have enough B/U, W/B and W/U duals in the deck.

Why does not having any Snapcasters make the deck that much worse? I'll admit, there are times when I feel like I need him, but I don't see why any Blue deck instantly needs four of. The Seachromes would be handy, but I already have enough B/U, W/B and W/U duals in the deck.
snapcaster improves the consistency, allowing you to play tour counterspels from the gave and gain card advantage, he allows awesome combos with brimstone volley, and is still and 2/1 for 2
if you want a fun red/blue deck, using delver and some cool spells chuck in charmbreaker devils, a bunch of flashback etc and have a good time. i've got one as a casual build and there are some goodies for it in AVR
cards i chucked together
delver, forge devil, chandras phoenix, charmbreaker (as the finisher), faithless looting, think twice, vapor snag and slag storm
its definatly a fun deck to mess around with, i basically built it as a way to play forge devil (fav card in last set bwahaha)
with AVR im planning on buffing it up with thunderous wrath x4 and desolate lighthouse for even more fun
