Spirits are going to be cheaper to play than Mono White Humans, although for all intents and purposes if you're playing White in Standard you're going to have to play humans of some sort.
Token generating decks tend to be fast and quite difficult to counter properly - if you can't head them off early there's little save for board wipes that can save you. I learned that to my dismay when I went up against a Mono White Spirit deck that my friend played - a lot of the cards she played were ones I had in my deck - Day of Judgment, Honor of the Pure, Oblivion Rings, and also some Fiend Hunters, which are an amazing second exile option, welcome in any white or blue/white control deck.
Simple White Tokens are going to be the easiest, but I would argue that a G splash might be good, if only for the inclusion of Beast Within, Parallel Lives, and Gavony Township
Nevertheless mono-white will provide more than enough options.
Some combination of the above, backed up with some more removal options, like Day of Judgment or Fiend Hunter will help. Decks like this, especially with instant token makers, are very wrath-friendly, and can even use them pretty freely themselves. If anything, SoLL likes it when you nuke the board with DoJ, and when all else fails, you can crack it open and crap out an army of Myr. They won't benefit from Honor of the Pure, of course, but Intangible Virtue will still work with them. It's another option beyond Midnight Haunting.
If you could swing the mana base and the extra cards, Beast Within becomes a cute option because it can also give you a beater if all else fails and you are low on options post-wipe, plus it is a catch-all removal whenever you would determine that a 3/3 Beast is less threatening to face than whatever else they have. Gavony Township is a great buff tool, and Parallel Lives, well... come on, that's hilarious.
The (Maybe) for Vat is when you have more control options, as Vat is hilarious in general, but especially in a token deck with Intangible Virtue - it's one of your, or their, creatures, on Xerox, and pumped up + Vigilance. Very cute when you Vat one of their baddies and bring it back in token form, loving the Virtue. I don't know about you, but that's funny.
Point is, it can still be a cheap and effective deck even without Elspeth, Hero of Bikini Hold, and so forth.

I was thinking of a pure haste deck without any black cards.
There aren't really any good budget cards with haste (and none in white at all). The best hasty creatures are Urabrask the Hidden and Hero of Oxid Ridge but neither is 'budget'.
Your best bet for a haste deck is to run Goblins with Goblin Chieftain, which is fairly cheap overall.

If you are new to the game, a white weenie or similar aggro deck is probably going to be the easiest to pilot.
You might want to put in creatures that have haste or vigilance, but you're not going to be able to find creatures that make it a haste/vigilance deck.
Deck building is all about finding good creatures and other spells that work together. I mean, sure, you could build a deck with all vigilance creatures, but that means you're using Abbey Griffin when you could be using something much better.
Your best bet is to look through some of the deck lists posted here and see if something strikes your fancy...
The best thing you can do if you can't decide on a deck is buy a booster packet.
Then build a deck around whatever rare you get.
i like drafting which is another good way to get a deck go to a draft and build a deck on the spot with the cards you get.
1 you get practice building decks 2 you get a bunch of often great cards and a working although normally not good enough to constructed deck that you can tweak from there to complete a deck.

Most decks require a few rare cards that are the basis for the deck, the intro-packs are a nice start but you want to expand your deck out from there.
If you are playing Mono White
honor of the pure is going to be an important card
if you are playing Tokens
intangible virtue also going to be useful.
4X doomed traveller is a must he will set the tone of the deck.
4X midnight haunting useful card.
If you are playing White you can't go without oblivion ring
Geist- honoured monk suits the theme but will require you to try to keep a lot of creatures on the field all the time.
you are definitely sticking to just white, generally you pair colours together the best for White is Blue or Green.
Blue: you can use Gideon's avenger + feeling of dread can be quite strong for a budget deck. plus blue comes with counter spells and evasive creatures, Invisible stalker
Green: Unfortunately the best cards parallel lives and Gavony township are kind of expensive depends out much you want to pay. also gives you the amazing beast within, mana ramp, Day of Judgement + Fresh meat combo... etc.
