I was looking at the spoiled blue chancellor (mills 7 for free if he's in your starting hand) and wondering if mill can work in current standard. I remember throwing in the towel on mill strategies mostly because of eldrazis back in the day.
I haven't gathered up all of the mill and mutual-draw cards to see what might work out. I know I saw a very neat g/u artifact deck that used semblance anvil and temple bell to rocket out a tonne of mill-friendly artifacts, using fog and countermagic to stall for the win.

Blue Suns Zenith(at the end of their turn so they have to discard all cards you make them draw =P) Shrikehorn + Contagion Clasp + Tumble Magnet(that party never stops) milling isn't really good right now in standard =\ just a hard win. Grindclock and theres more I just forget their names. Unless you mill their entire deck then milling doesn't matter. its either a win or a big loss and no inbetweens =\

Best case scenario:
You have Chancellor of the Spires, Surgical Extraction and a random 1CMC card or maybe Mental Misstep/Spell Pierce in your opening hand. First, mill 7. Then either play the 1CMC to draw possible opponent's Mental Misstep and follow by Surgical Extraction or pay life to play SE right away with counter backing up.
Unless the opponent has Leyline of Sanctity out, this is 99% unstoppable. The rest is just regular milling and counterspelling.
Very fast milling with a threat removal seems nice.
archive trap is a clear include for any standard mill deck, much like hedron crab with fetches. jace beleren probably works with his +2 but going this route you need to mitigate your opponents draws somehow. In this case temple bell can work as you just flood your opponent while keeping yourself going with constant gas.
I do like the idea of cryptoplasm to turn into crabs as needed and clone titans or w/e opponent drops but he might not otherwise fit very well.
It just seems like something should be possible with blue and artifacts, maybe even quarterbacked by grand architect instead of semblance anvil.
GA is the only real way I could see getting keening stone to do its business properly. He helps make mana out of the crabs too
I don't know if theres a case for proliferate. It helps little jace and you could go grindclock/shriekhorn but outside those 3 cards its not inherently doing anything for you.
I don't think there's ever a case for jace's erasure even with temple bell, jace 1 etc, and likewise traumatize and tome scour are brutal.
In the artifact theme there's an outside shot that the silclaws could be a good 2 drop.
There's a lot of options I can see... the grand architect is probably not worth it as the only thing he really outshines the anvil on is keening stone.
I think actually a voltaic key strategy might be best:
This deck probably gets rolled as it needs to resolve all is dust to clean the board up. 1 ulamog to keep you from milling yourself to death before your opponent
