Here's the problem: Bloodchief Ascension is just a bad card. In order to be competitive, you should probably pick one strategy, rather than trying to combine two into one deck. It's just not going to be cohesive or consistent.
Option One (Pryromancer Ascension) The goal is to activate Pyro Ascension using cards like Ponder, Preordain and Foresee. Then you win with cards like Call to Mind, Time Warp, Lightning Bolt, Burst Lightning, etc.
Option Two (Burning Inquiry) The goal is to play enchantments like Liliana's Caress and Megrim [which are much more reliable than Bloodchief Ascension] and win with Burning Inquiries, Blightnings and Bolts.

Idk, Burning Inquiry can definitely work in favor of Pyromancer Ascension. It puts his spells in the grave, which he likes. I'm not entirely sure why Ulamog is in there, since if he gets discarded or dies, he'll shuffle the grave back in, making it harder to put counters on Pyromancer. The only problem I see would be charging Bloodchief. You'd need a more consistent burn/creature base to reliably charge it.

I like the idea, but there definitely are better ways to go about this. Burning inquiry for the win, is worthless. TOME SCOUR though, is a great way to get the win. Obviously the lands can be worked out, but you need the constant 4-of's to make it easier to put pyromancers online, but you need to take their life to put bloodchief online. Foresee is a two of because you ultimately dig six cards. Scry 4, put the buttom, then draw two. Its a great dig spell.
Thanks for the input. I was leaning towards Burning Inquiry since it does not target and it fills your graveyard with spells to help activate Pyro.
4 Archive Trap might be a good card to side in if you have heaps of people in your area that have land search or whatnot. Turboland hate is good. Free mill and puts 1 card in your graveyard to help activate Pyromancer and becomes instant win with activated Bloodchief.
