Hi. I am trying to create a standard U/B control deck aiming to keep the board clear until I have enough mana to play Torment of Hailfire or another finisher. My budget isn't large so playsets of Vraska's Contempt and Disallow are not feasible. I would like some advice on how to improve on my deck, whether my finishers are suitable and what I should put in my sideboard.
(The deck is loosely based on MTG Arena's deck 'Under Control'.)
Are these finishers suitable? (Not to sure on Scarab God)
Are these cards efficient enough to beat aggro?
What should I put in my sideboard?
Is there any way to beat U/W Teferi control without Vraska's Contempt?
Nezahal, Primal Tide is a decent control finisher on color. You'll want 26 lands at least. A lot of UU/BB spells so with no duals, its bound to be problematic. Syncopate is a decent counterspell. Supreme Will is solid too. you'll want some combination of 4-6 Glimmer and/or Hieroglyphic Illumination. Blink of an Eye is a viable budget option.
In regard to your Teferi question, Sorcerous Spyglass is an alternative option
Taplands are slow but if youre on a budget you have to work with what youve got. The other thing you need to consider is that in 1 month, 4 sets rotate out of standard.

Is Patient Rebuilding a suitable replacement for Pull from Tomorrow? (And as a plan b win condition)

Duress > Opt. Kefnet is a decent 1 of in SB. Knight of Malice isnt a bad answer to white removal. The Eldest Reborn is good vs midrange decks. Doomfall is a good SB card too. Arguel's Blood Fast for more card advantage
Welcome! Just a note on the Mana. 4 Submerged Boneyard is good, but for a 90% chance to cast Murder or Cancel on turn 3, you need 19 sources of the respective color. So I think your mana base starts at:
With 8 taplands, you will be 1 turn late casting spells sometimes, but that is better than never casting them. Sometimes you will have exactly one tapland in your opening hand and it won't even hurt.
