So there's clearly a 2-deck metagame out there now, and if you want to play something else, you have clear targets to try to beat. SO, I built this to try to beat the cards in those decks, and I'm intersted in other people's angles on the GWU colors.
Ballista can kill a lot of the Mardu creatures, planeswalkers and thopters.
Negate can counter Gideon, Saheeli, Heart. Void Grafter/Negate are good answers to Unlicensed or Harnessed Lightning, and can keep your key creature alive (Ballista in the cat matchup). Nothing better than letting Chandra -4, but not kill your creature.
Pulse of Murasa is an interesting choice. Against Mardu, it buys time and a card back. Against Saheeli you can rebuy Thalia or Ballista.
Tamiyo is card draw and board control, pretty good all around.
Other Cards worth consideration
Avacyn and Gideon probably deserve a spot, but I don't have any.
Felidar Guardian would actually be amazing in a lot of ways. -2 Tamiyo to stop the defense/counter attack, cast Guardian, blink Tamiyo and then +1 Tamiyo for draw, is good, as is blinking a Harvester after it attacked. Plus, it will make people scramble to not die to the combo you don't have. (Oath would let you cast Saheeli.)
Bruna/Gisella could work. Mardu basically can't answer them if they meld, and Saheeli can't be cast either. Similarly, Ormendahl can blow them out if you manage a token theme.
Sideboard
Quarantine Field for the long game board-cleanup.
Fumigate against GB and token strategies.
Ulvenwald Mysteries against control, but also good if you bring in Fumigate. Tokens are excellent stall-artists against most of the GB deck.
Not sure Baral's Expertise is the thing, but the idea of clearing their board seems fine, and maybe drop a walker when it's safe. Obviously not for use against value decks like 4-color Cat.
There's a hole at 2CMC. What's the best card to fill that spot? Something that would be effective against Mardu, but also a generally good card to have?

Are all cards you should consider. Threben Inspector is a lost better with Toolcraft so you can have a 3/2 attacking on turn 2. I think it is better then the Narnam Renegade that lacks reliable revolt triggers. The Walking Ballista seams under powered in this deck no way to give it multiple counters.
So you could replace it with a True heart duelist and a 2/2 for two that can be recast from your grave for 3 mana. Being able to block 2 creatures with one can be a great effect. Woodland Wanderer is at best a 5/5 vigilant trampler for 4 this is really nice card in this deck. You look a little light on card draw for blue so I thought running Contingency Plan plus some embome cards like Honored Hydra could help thin your deck and get you to your win conditions.

[/card] could also be a good replacement for ballista as long as you have a 1 drop you get a 4/4 on turn 2 that stops everything but Heart.
Your mana base looks solid it might not be fast enough for mardue.

I think Contingency Plan is bad (Grapple with the Past is better if you're aiming to get a quick Hydra).
I don't see Trueheart being helpful, but maybe it'd work as a suicidal front for planeswalkers going up.
Toolcraft, it could work, there's about enough artifacts around, but not if we take out Ballista. Ballista is there because it kills things like Toolcraft and Saheeli. It's neither great nor awful.
Void Grafter, nobody has tried it, it's actually excellent. It blocks almost everything aggro, and it prevents removal for a 2-for-1 (countering Unlicensed Disintegration and getting a 2/4 body is exactly the opposite result Mardu hoped for.)
Exemplar *might* be good, not sure. The problem with killing your 1-drop is they could Fatal Push it and you are way behind.

This list seems to work pretty well in general. Against Copy Cat and Vehicles it has theoretically elements to compete:
Void Grafter, Thalia, Heretic Cathar, Narnam Renegade, Woodland Wanderer, Aethersphere Harvester block and attack quite effectively against both decks.
