Well, yes and no.
Most of if not almost all Established threads have been archived and we should start seeing new threads start popping up after the Pro Tour. Most of the lists in the Established section these past few years had no business being there in the first place but I'd chalk that up more to poor modderation that anything else.
There's a reason sections such as Standard Deck Creation exists, by all means discuss away until we have a idea of how the meta is going to look going forward and what the true Established archetypes are going to be.

How do you qualitatively define competitive? Does it have to top 8, 16, 64? I went 2-2 at fnm, that's not nothing but needs improvment. I am planning to go to states. Guess we shall see how competitive it is.

I think that in the past year or so, we've had an unclear definition of what goes in the "Established" forum. Going forward I'd like us to have some success before moving into that forum, as that's what the word "Established" means. Previously we allowed anyone to create threads in Established; that will no longer be the case. Instead we will create threads for successful archetypes or move them from SDC.

Good question. We'll see how the Pro Tour shakes out. One thing I should point out is that we'll have a thread for each archetype, even in Proven. There won't be any subforums for individual deck-types. This system works well for the Modern/Legacy forums, and I think it will be especially good for Standard as the moderators can easily move threads around every month or so. With the old subforum system, we had to bug the admins every time we wanted to change subforums, so changes were rarely made.
Cool, thanks for the informative answer. So go to proven to see any deck archetype, I like it. If someone wants to get a deck list into Established that is not already there, they would need to top 8 an Open Series, Premier IQ, GP, or higher level events?
