It's heck of fun. Primary win condition: bestow'ing a Chromanticore on a random dood (preferably Karametra, but an Eidolon or Courser will do). Secondary win condition: Coins. Tertiary win condition: Sphere lockdown with Bow/Elixir deck recursion.
I'm kind of in flux about the number of "engine" enchantments--Nylea's Presence and the like. I like that NP cycles, but it doesn't *do* anything except mana fix. And since I added the main deck black splash, I don't need as much fixing to hit WUBRG for Chromanticore. I like the Agoraphobia in your list--it hits Stormbreath Dragon (card's a problem if you can't hit Sphere early), and you can recur it for Blossoming. But I suspect I'm not running enough blue sources to be able to reliably hit U on turns 1-2.
Mono-blue seems like a difficult matchup in testing. They come out with their swarms of flying doodz and seahorse tokens. And by the time I can roll out a Sphere, they have Thassa out so they can pay for both unblockable and Sphere.
But other matchups it's so much fun. It's a race to get to the Sphere and start gaining life. And sometimes you just ramp up to a bestow'd Chromanticore and just win. And bestowing it on a Courser to hold Stormbreath at bay is a great feeling.
I'm not sure about Control yet either. Haven't played that matchup yet. That's why I have Heliod and Primeval Bounty.
