I saw RDW being played alot at the LGS, and i'd like to get back into MTG, without spending too much money. Thankfully I can get store credit for a Leovold that I no longer have use for, so including sleeves, deck box, etc, I can get this list for around 50 US after I trade him in. (converted from cad for simplicity)
I got some advice on reddit, and found a few of the commons at the shop, but not all of them, I might go back again tomorrow morning to look for the rest of the C/U cards that might be there.
Right now there are only 2 cards that I would have to change to make this list rotation proof and still budget: Chandra, Torch of Defiance and Akoum Firebird
Thankfully these are in the sideboard, and as this is a budget list, there is no way in hell that I am going to pay 50$ for 2 planeswalker cards, just ain't happening, the other problem is the firebird, it is okay, i guess, but it will rotate very soon.
I think the gearhulk sounds really nice if you could ever get it going, but 6 mana is kind of killer. Anyway, I'm going to take some time to think about it for now.
I am looking forward to getting back into standard a bit now.
I would keep a close eye on Earthshaker Khenra. Went to my LGS and saw it was a $0.40 card and because of Pro Tour HOU, it has now become a must have for RDW.

Chandra's role in the deck is in equal parts to give you removal, card advantage, and reach. If you are looking for a budget substitute, maybe Sin Prodder? It rotates with Ixalan, but it's also a 50c rare that serves two of Chandra's 3 functions (albeit in a much more vulnerable form, since pretty much anything in the format can kill an X/2).

I am looking at the following cards currently as contenders:
Wildfire Eternal Skyship Stalker Lightning Runner Heart-Piercer Manticore Lanthu Hellion Combustible Gearhulk Chaos Maw (unlikely, but maybe) Hour of Devastation Possibly Glorious End if you could garuntee lethal next turn.
