I took a break from magic about 3-4 years ago because I lived in a rural area with no games for miles. Now I have moved to a bigger city and there is magic everywhere. I'm not looking to spend everything I got but I could spend about $100 (give or take some) to make a standard deck. The decks that seemed promising were B zombies, Turbofog ( which is a favorite of mine from back in the day) and some delirium decks. I have no cards from standard but i'm not worried about $1 cards and such, more worried about big ticket cards

keep in mind that cards from Battle for Zendikar, Oath of the Gatewatch, Shadows over Innistrad, & Eldritch Moon rotate out of Standard in September so decks like Zombies & B/G Delirium will lose large chunks of their decks. Now, Zombies COULD still be viable because Hour of Devastation will have more but its still a gamble. If I were you, Id find a deck made up mostly of cards from Kaladesh, Aether Revolt, & Amonkhet so you arent pissing your money away
Many of the lists for Zombies, either Mono or BW run around $250. However, $100 that is usually Liliana's and Relentless Deads are $18 each right now and you can easily run 2 of those.

This list is right at $100 when you remove the planeswalkers. Almost nothing in there except a couple lands that will rotate anytime soon. Remove Rhonas (Very Powerful) and the rest of the deck might be $50.
Mono colored aggro is going to be your best bet for cheap, competitive magic, be it White Humans, Black Zombies, Red aggro or Green Stompy. I think that's where I'd start if I was just coming back and use the rest of my money to buy fast lands lol.
Thanks for all the help guys. I was doing some research into my "scene" of T2 and it seems everyone is playing tier 2-3 decks. No Mardu, didn't see 1 walk ballista. Should be easy on me to get back into it
The problem is to find a good budget finisher as Ulamog is rather hard to replace.
My best ideas so far are big flyers like: Aethersquall Ancient or Sphinx of Magosi (standard legal as a part of "Welcome deck 2016/17).
Aside from the Lilianas, it's very cheap. And you don't need to pay extra on your mana base.

If you remove Ulamog, the Ceaseless Hunger (and Tireless Tracker) the deck is about 100$.
