Turn one, one drop
Turn two, two drop that has discard a card: on it.
Turn three, use discard effect, cast Incorrigible Youths and swing all
Post turn three, adapt with removal, try to kill them asap.
The deck can be improved easily by dual lands, specifically Smoldering Marsh and Foreboding Ruins. The land count could probably go to 22.
You could try Stensia Masquerade, Call the Bloodline, and Indulgent Aristocrat as a tribal pump set of effects. Avacyn's Judgment seems like a good finisher as well as common removal, but not included in this list due to its rarity. Falkenrath Gorger is a required card, but its only currently 2.50 a piece, and there are no other rares in the list.
Vampires might be the premier aggro deck, it can hit pretty hard turn 3 and has the reach to finish the job.
Edit: Updated the list and sideboard.
So the mainboard lowered mana by two, and upped the Stensia Masquerade to two. I have found this card in playing to be a great alternative to Incorrigible Youths. Always having a turn three play in this deck, this card adds to the consistency of that one two three strategy. Against almost anything with more blockers than removal, this card is great. This card is not great on the draw, as you are often a turn behind your opponent and should probably side into some more removal and/or hand disruption. The rest of the sideboard should be simple, just keep an eye out for what they play that hurts you the most and side for it. The low drops are often criticized in these lists, but the enchantment makes them great on offense, so keep that in mind.
How does Falkenwrath Gorger interactive with Incorrigible Youths? If you Have Gorger out, What is Incorrigbile Youths Madness cost?
The deck looks fun. I've been considering getting into Standard with something cheap, and I love Vampires. I may just build a list to test once the card shop in town starts hosting standard.
I whipped up a list with Asylum Visitor in it. I also took out Ravenous Bloodseeker in favor of Sinister Concoction. The fact that this spell can be split between between 2 turns for it's mana cost is huge in my opinion. The fact that it enables Madness is ridiculous. Imagine discarding Fiery Temper to Sinister Concoction to kill 2 creatures for 2 mana in a turn. Also notice that it can help you to draw a card on your turn and your opponents turn with Asylum Visitor out. I took out 1 land card, it's a cheap cmc deck. What do you guys think about Infernal Scarring? Seems great with all of the evasion running around through Insolent Neonate, Heir of Falkenwrath, and Olivia's Bloodsworn. A play I would like to make is giving haste via Bloodsworn to Insolent Neonite and slap an Infernal Scarring on afterward. 3 haste Menace damage for 4 mana with a card that replaces its when destroyed.
Love the idea! Since the Gorger isn't over $3 I will buy them and probably try to get back into standard, because I love Innistrad! What sideboard cards would you suggest? I don't really know anything about the current meta. I would assume Call the Bloodline x3 against a control deck to stop them from locking you down, maybe some amount of Stensia Masquerade if there is a deck that uses chump blockers that could kill your Vampires.

***Edit*** This deck is untested right now. I just called the card shop and they are doing their first standard event on Friday. I'll let you know how it goes.
The more I think about Falkenwrath Gorger, the less I'm convinced that I want to use it. My new list has 16 madness cards and 13 discard outlets. With this ratio, it seems unlikely that I'll need Falkenwrath Gorger's ability all that often. A card I do love and put in it's place is Village Messenger. Compare him to Falkenwrath Gorger as a turn 1 play. Messenger gets in one damage on turn one for sure. Falkenwrath can only get in damage on turn 2 if they have played no creatures. Messenger gets in another 1 damage on turn 2 if they still haven't played a creature(or 2 damage if they didn't play anything.) It will be easy for us to flip a messenger ourselves by not playing anything on our turn and using madness to spend that mana on the opponent's turn. He adds even more evasion to the deck while staying aggro.
One thing I noticed is that there is almost no Vampire synergy in the deck beyond Olivia's Bloodsworn which gives haste. Village Messenger already has haste.
I too am unfamiliar with standard. However Duress looks like a really good sideboard card. Perhaps some Exquisite Firecraft against counterspells?

Uggg! The card shop people gave me the wrong info. first time I called. They did not host standard last Friday. I did confirm that they are doing Standard this Friday however. It is listed on their calendar. I noticed however that the Friday after that they are doing Yu gi oh instead of Magic! Grahh! I wish I had a LGS that actually supported Magic
I will test this deck on this Friday when I have a chance. Been thinking about the list more. Perhaps another couple of Madness enablers would be nice. I will switch out Ultimate Price with Sinister Concoction. Been thinking about adding 1 or 2 Ravenous Bloodseekers as well. I didn't like it at first, but looking at the deck, repeatable Madness on a semi-aggro body does fit a niche role. Just want to make sure I can Madness cards out.
I was able to play test for a few hours today against 5 different decks. The deck had some good plays in it for sure. I don't feel that Vampires is the way to go however. There isn't enough synergy to justify sticking to vampires. I didn't quite play the list above as I was missing a few cards. This is what I played, at least in the beginning.
I found Incorrigble youths to be a great card. It pairs amazing with Sinister Concoction. Great turn 4 play to get rid of their biggest creature to madness in youths for mucho damage. Insolent Neonate was also a surprisingly good card. It got in more damage than expected and traded for madness late game to filter the deck. Olivia's Bloodsworn is nice as it is a great 2 drop and 3 drop to get in 2 extra flying damage. Heir to Falkenwrath was great for getting in 3 damage on turn 3. I've noticed that a lot of our cards have evasion while still being cheap to cast. This seemed to help a lot. Village Messenger was a good card. The faster I could get out cheap creatures with evasion, the more likely it was that I won. Duress is an invaluable sideboard card and recommend having 4 there. I forgot to sideboard in Unnatural Endurance throughout the whole experience. I think this card will prove valuable in the sideboard, perhaps 1 or 2 mainboard. I put in Spiteful Motives mainboard as a one of. This card is really great! As a combat trick it can kill one of their creatures and help us get surprise damage through thanks to evasion. Note that flashing that in on Olivia's bloddsworn or a flipped Heir to Falkenwrath can kill an Archangle of Avacyn. We will be seeing a lot of her I imagine. I also noted with dismay one game that I couldn't use Murderous Impulse on Avacyn thanks to vigilance. Are there many more cards with vigilance being played in Standard right now? If so, this card may not be as good as originally thought. Asylum Visitor is not as good as I thought as people really don't tend to run out of cards. Even we want to keep a card in hand in case of discard plays. Fiery Temper is absolutely bonkers. Run 4 for sure. Can't imagine ever wanting to sideboard this card out.
Discarding the vampire theme, I've built this red/black menace deck. I realized the strength of this deck is the aggro/evasion nature of the deck. Menace is so much more powerful than I first thought, especially given how much removal we can play. Opponents almost never want to block a 1/1 with Menace because it means they are holding back creatures from attacking to block 1 damage. I decided to load the deck up with flying and menace as to stay aggressive and evasive. Putting in 4 Sin Prodder. He adds to the evasion theme while putting even more pressure on the opponent's life total. I think this fellow may be of great benefit to any r/b aggro deck. I will try out Ire Shaman as well. I know it's not really r/b vamps any more but I'd love feedback if you're up to it.
