I didn't see anything about this card yet, so I wanted to get other thoughts. With R currently hurting for effiecnt burn, I though this could be a reasonable stop gap, albeit in B. With Madenss-effiecnt spells like Alms of the Vein and Fiery Temper your talking a 5+ life swing on a 3-mana investment, and also either removing an instant or sorcery, or potentially removing a creature. I just think it scales incredibly well, has Vampire synergy, especially with Bloodhall Priest.
Would like to hear some feedback, potential personal experiences, you know.
While I admit that I haven't tried it in standard yet, I drafted one recently, and the card was incredibly satisfying each time I drew it. It's almost never a dead card at any stage of the game, since it kills weenies early, provides a 4-point life swing late, and picks a crucial piece of removal out of an opponent's hand at any stage. While madness spells let you turn the discard into pure card advantage, it also plays well with delirium as well. The one downside to its existence in standard is the multitude of 2/3 creatures running around, which does narrow the range of the removal aspect of the card.
it's actually really nice. against aggro it's basically 1B for a creature removal and discarding their removal/combat trick (d.command/dec in stone) plus you get to discard one of your dead cards in the match up which you'll probably have rotting in your hand.
it gets dicey against decks with mana up though, if you escalate it leaves you open to be massively blown out.
Agreed, which is why I think you need to shoot for value of you include it in a deck. I've used it as a combat rattlesnake as well. I've been running it in decks that curve out at 4, runnin the aforementioned madness spells, and leading off with Falkenrath Gorger or Village Messanger. Had my Lili hit by Spell Queller, so next turn I swung into a "losing" battle, just for him to block, then I cast CB for all 3 modes , killing Queller, madness-ing Alms, and discarding Collective effort. Needless to say, shock face when it was a basically a 4-for-1 and an 8 point life swing.
Card is bonkers in both Madness decks and Tides Turbo/Combo decks worried about hand control/nukes.
Extremely versatile and cost efficient, especially when you can pitch Drownyard Temple and Madness cards to it.
It might not be ''The best'' in traditional control, but it kicks ass in decks it synergizes with!
I don't like it in madness decks, because all the madness costs are high except Fiery Temper, so tacking on an extra 2 mana just makes cards like Voldaren Pariah come into play too late. If you somehow discarded the cards at the beginning of your next upkeep it would be a lot better.

That is not a good way to evaluate the card. It's not making Pariah worse. Instead, you're gaining more effects. For five mana, you're getting a creature out of it, stripping a card out of their hand, shrinking a dude, or draining them for life.
Brutality plus Alms of the Vein and Fiery Temper reads 1BBR: Strip a card, shrink a dude, drain 5 life, and deal three burn damage. That's an insane amount of value.
If you go hellbent with Brutality and Bloodhall Priest, then you can use the -2/-2 to shrink a dude then use the Priest trigger to deal two more damage, killing up to a four toughness creature.

Collective brutality is an amazing card for decks where you can recover things from the yard and probably one of the strongest charms next to Collective Defiance. The fact is you don't have to discard a card at all to use it and it can act as card 5-6 for a variety of cheaper spells like Duress and Dead Weight.

its really good against agro. I play humans, a lot of the time the drain and dead weight modes are a blow out against me. The discard mode can be worth it against most decks too

I've really had solid success with it. It's modes are just incredibly useful at all points in the game. Early, it's removal, disruption, or gain/drain(rarely used early for this, but depends). Late, it's all of the above. I mean, hitting 4 mana and just dropping all 3 modes solely to madness in Fiery Temper and Alms of the Vein is just nuts, a 13 point swing, even if whiffs on the discard, and only shrinks and doesn't kill.
I've been trying Jund builds to capitalize on some Delirium stuff, but it's kind of slow there.
Favorite play so far was, late game, 7-mana, my opponent at 7life, I'm at 4 staring down a Thalia's Lancers with only Fiery Temper and Alms in hand, no board presence what so ever. I drew into Goblin Dark-Dwellers flashing back CB, good game...
I'm really surprised we haven't seen this card with haunted dead and prized amalgam. Might be really good in grixis. Liliana on board can assist this with dealing with the 3 toughness problem dudes.

It literally churns out damage turn by turn, before you know it your opponent is down to half life, 1/4th life, and then no life. As far as Collective Brutality goes, it's a fantastic card. Discard your madness cards for maximum effects. It's so OP in a way. Play collective brutality, tap 2 mana, discard alms and fiery temper, do 6 damage gain 3 life, and now you have access to all 3 modes. So that's -2 more damage, possible removal of another creature and you see their hand. Great card, highly recommended

Also if you have Thermo-Alchemist in play, he untaps for EACH of those spells you cast for up to 3 additional points of damage.
