While I have a nostalgic fondness for Abzan, there is an argument to be made for Hydroid Krasis as a new Siege Rhino, so Sultai Midrange deserves some consideration.
So, I pulled a Mesmerizing Benthid during my pre-release draft, and have considered trying to build a deck that's built around it. However, I'm hitting some difficulties figuring out what to put in. Any recommendations? All I've got so far is to use Nacromoeba and Jace, Cunning Castaway to keep the hexproof up and possibly Aether Tunnel and One with the Wind to let him fly.

Struggling to say something that won't sound stupid or patronizing to one of your experience. The obvious questions are about competitive needs, budget and desired style of play.
I think the gist of your question is: can I tweak my Jeskai Control deck to be close to top tier?
The best competitive showing that I am aware of is a league 5-0 for Jeskai Control and the 13th, 14th and 16th place decks in this event. Riley Knight has an article here, but I would mine it for ideas more than conclusions.
There are multiple better showings for Esper Control and you don't say anything about a paucity of Teferi, so that might be the easiest and relatively affordable way to be top-tier competitive.
I saw that a Jeskai list that I could easily tweak to play made top 8 of the Toronto RPTQ the weekend that just passed, so I might try that first.
I do most likely have the means of trading into what I'd need for Sultai but not sure if I'd like to when I already have a lot of money into Jeskai. I have been enjoying midrange builds more than control so that is something, weirdly though I have yet to see an Esper list I like.

Most decks are quite deeply affected by the rotation. The best I can spot is Temur Reclamation, a control deck built around Wilderness Reclamation and Niv Mizzet, but will it even be good post-rotation? Who knows?

I am not sure how to balance your criteria (best vs least affected). I think we could make a G (or Gb or Gr) stompy list with Nullhide Ferox that was nearly rotation-proof but not tier. Or you could make Gruul Aggro and have a tier ~2 deck with some cards that will be hit at rotation. We could tweak the latter to minimize the impact of rotation. It depends on your desires.
If you are looking to get into Standard for a minimal investment, the Mono-R and Mono-W Challenger decks seem like decent starting points, but their value will be heavily hit by rotation.
Phoenix/Drakes is another deck to consider if you like the spells/tempo game and the Izzet Challenger deck's value is less affected by rotation.
Seth Manfield did well with a UB Midrange deck at the Pro TourMythic Championship that doesn't have a ton of cards that will rotate.

I am evaluating Sultai myself. Threeferi doesn't seem like a problem, but Narset hoses Krasis hard and Tibalt hurts the lifegain on Wildgrowth Walker and Krasis. I am hoping the early creatures and Vraska, Golgari Queen will help keep Narset and Tibalt in check. I am interested in Yellowhat's list from the Fandom Legends tournament, although I wonder about Karn and the second Nissa. I have an MCQ in a week myself.
Esper is probably the better deck, but you better be ready for the mirror and play quickly, as it isn't fast.
Drakes and Phoenix both seem hurt by Narset and Threeferi. I wouldn't want to be on either, but if you have a good plan to deal with the Esper 3 mana planeswalkers, you could profit, I hope. Is there a good 1-2 mana flyer? Does Pteramander give enough pressure?
I'm pretty terrified of the mirror right now. I just played maybe 3 hours of arena (split between GB midrange and Esper control) and did pretty poorly, winning 11 games. So I feel even worse than I did before but I feel better with Esper and but I will probably be fine once I learn the mirror and minor sequencing

But is it at all feasible to make a deck for 200-300$ that won't get trampled on at FNM? If possible I'd like to try building something without tons of cards that are rotating soon, I'm not trying to win the night as much as I just want to play a deck that could maybe go 2-2 as I work on making it better.
Do they still make the FNM ready precons or something like that?

If we believe this analysis, Esper and Mono-R are level 0 right now. According to this article by Tobi Heinke, Gruul does pretty well against them. Your choices are in the same general area, which suggests to me that it fits your style. Predicting the meta across several weeks and a new set release is a fool's errand, of course.
In your shoes, I would start testing with Gruul and develop an understanding of which cards match up well against the current meta. Then monitor the Arena meta after the new set is released to see what the latest trends are to tune your deck just before the tournament.

Welcome! Come on in, the Standard meta is in a place where a huge variety of decks can win. There are precons, but there is a strong argument to be made for buying singles. Mtggoldfish has a listing of the meta decks here. Budget decks are below the most popular standard decks, but your budget gives you a wide range.
In between the standard and budget decks, there is a link to more standard decks. I recommend you follow that link and pick the deck whose style fits yours most closely. Do look at Boros Feather and Selesnya Tokens, which are not terribly affected by rotation, fit your budget and are quite capable of meeting your performance needs. Tokens, in particular, is poised to be better when Goblin Chainwhirler rotates. I have been enjoying Feather quite a bit myself lately.
