When you cast this first main phase and let's say it's turn 4 playing a rabble red deck.
Turn 1 we drop Monastery Swiftspear
turn 3 we dropped Hordeling Out burst
turn 4 can I cast Howl of the Horde, then declare attackers attacking with 1 of my 4. Having 4 lands assumingy 3 now are tapped. Can I immediately after declaring attack tap 3 goblins and 1 mana for a triple stoke the flames? or does damage have to be dealt first before raid is viable...?
In short can I cast Howl of the Horde at the declared attackers step?
Raid abilities care only that you attacked with a creature. It doesn't matter how many creatures you attacked with, or which opponent or planeswalker controlled by an opponent those creatures attacked.
Raid abilities evaluate the entire turn to see if you attacked with a creature. That creature doesn't have to still be on the battlefield. Similarly, the player or planeswalker it attacked doesn't have to still be in the game or on the battlefield, respectively.
So if you've attacked with a creature raid is enabled. It doesnät matter if it's still the combat-phase.

When the spell resolves, it will check for raid. In first main phase, no one has attacked yet, so raid will come back negative. Since it's a sorcery, to get the raid effect, it must be cast second main.
However, it does say "your next" spell. So if you wanted to use it for a combat trick, you could play it first main phase, then instant spell during combat. But the raid trigger wouldn't happen. If you wanted the raid trigger for combat, you could also play it second main with the intention of using it on your next turn. It just says your next spell, not necessarily this turn.
The answer lies in the definition of the past tense of attack, or what counts as having attacked. OP is asking if he cant cast in declare attackers phase and get full functionality (raid).
So, is it considered an attack as long as the attack is initiated?
A commonsense answer would say that no, combat damage phase must pass first. If Rambo busts into your christmas party shooting a Gatling, do you react by saying "Help! Rambo is attacked us!" or "Help! Rambo is attacking us!"...?

Howl of the Horde will not create two copies of Stoke the Flames. This is because Howl checks raid at the time that Howl resolves:
First, the first half of its text creates a delayed trigger that will copy the next instant or sorcery you cast that turn. Then, it checks if you have declared an attack that turn. If you did, it creates a second delayed trigger that will copy the next instant or sorcery you cast that turn again.

Yes. A creature you control has attacked. if you declared an attack. If you were able to cast Howl during your combat step, as long as at least one of your creatures was declared as an attacker, you'll get the full effect. If you declare one attacker and then it is removed from combat, you'll still get Raid triggers. Similarily, if a creature enters the battlefield tapped and attacking, it will not have attacked and will not trigger raid.
On the turn Meandering Towershell attacks and is exiled, raid abilities will see it as a creature that attacked. Conversely, on the turn Meandering Towershell enters the battlefield attacking, raid abilities will not.
