It's a bad card by itself. It's meant to be an enabler. IMO it's too clunky to be worth including. I can't overstate the power of the new delve draw spells but I don't really thing it's worth it. It lets you scry a bunch which is neat but it isn't like the green enablers (can't remember off the top of my head - they let you choose a creature or land off the top 4 and dc the rest or something along those lines) it doesnt really provide any raw advantage, just library manipulation and cards in your graveyard.
the way i see it, it's either a dead card that does nothing (while a removal might have just won you the game instead), or you're losing card advantage AND tempo by paying mana to cast it and then essentially being down a card for it, which makes your hand weaker even after a dig through time.
Yeah imo your instict is correct, other people are just brewing rn and it ain't always pretty.

It's better than a ritual IMO. Because a ritual only gives you mana to cast cards from your hand.
Milling yourself enables Delve, Dredge, Threshold and Reanimation + it can activate triggers, static effects, give you access to Soul abilities and it manipulates your library. People who don't understand why people play this card have probably never played any graveyard based deck lol.
I've done quite a lot of Sultai testing myself. And truth is, you can't run a lot of Delve cards unless you run 3-4 Taigam's Scheming. If it's only for Dig Through Time, I don't think it's worth it (unless you're all-in Jeskai combo). Because you'll eventually fill up your graveyard by just playing normally, trading cards, sacing fetchlands and casting spells. But if you plan on using Dig AND Murderous Cut or Empty the Pits, then you kinda have to play a set of Taigams.
Yah well retraction helix isn't exactly a cross-format allstar either but it's seeing tonnes of play right now. These combo decks need to play some incredibly janky cards to get going. That's part of why they're fun!
Taigam's Scheming lets you put as many as 6 (if you include itself) cards into the yard in one go, or you can leave a land on top if you have a Courser in play and play it from the top, effectively drawing you a card. You can also then use the cards you just put in the yard (5 total) and the land (if green) you just played to cast Hooting Mandrills. The possibilities are endless!! lol

Thank you WOTC for introducing the Modern format, a format where all the whiners can enjoy a level playing field and where they can play with none of the best cards of all time!
I actually really like this card in draft in a jeskai shell. I use it as a cheap prowess enabler and usualy put whatever I want at the top of my library, then cast a defiant strike to draw. I've been able to set up a few crazy plays in a jeskai build with this card. I'm a fan. Not for constructed though.
