If you don't already have a playset of Mantis Rider, that would be the first place to start. As far as filling a Rabblemaster role, Brimaz is probably your only other bet, but depending on your deck, Rabblemasters might be better (and cheaper).
The only reason to replace rabbles is being strapped on cash, and if that is the case, you can't afford the best alternative (Brimaz) either. You just need to bite the bullet, rabble is vital to the deck.

Rabblemaster is the best card for the slot, but he's by no means "vital" to the deck. He's one of the weakest cards in the deck and I'd say Viashino Firstblade would be better in that slot if it hadn't rotated out. People are going to be looking for a replacement from the next set.
If I had to pick a budget alternative for Jeskai I would go with Hushwing Gryff.
You can flash it in to hate on Siege Rhino which will keep you in burn range which is going to help you as you will not have access to beating down with Rabblemaster.
Satyr Firedancer and Prophetic Flamespeaker (along with 1-3 copies of Titan's Strength) might be playable, but both are especially inconsistent and are taking the place of one of the most consistent forms of pressure in the deck.
Spellheart Chimera seems pretty amazing in this deck, I'm thinking it may conflict with Dig Through Time though, what do you guys think? Even if had 2 in GY, a 2/3 with flying/trample for 3 CMC is solid.

That's an interesting one. While I don't believe that any of the suggestions thus far really hold a candle to what Rabblemaster provides, Spellheart Chimera has the potential of a solid threat that stays on curve and works reasonably well in a deck with 16+ instants/sorceries. For a budget alternative, I'll throw my vote behind this one.

things in brackets I do not currently have. I dont think the LGS will have rabblemaster for saturdays game day.
I should be able to get the 4 seekers 2 jeskai charms.
I most likely WONT be able to get

1 dig through time (im going for treasure cruise as replacement)
2 sarkhan (2 Flame-Wreathed Phoenix is my replacement for these 2 I know its heaps janky but it could be a 5/5 that is big enough to stop stormbreaths or a 3/3 which can stop mantis rider and come back for a 2nd time)
3 Flooded Strand (2 Tranquil Cove 1 Temple of Enlightenment as a replacement)

If you look at how jeskai lost to abzhan on the pro-tour, you will notice that siege rhino and planeswalkers were key. hushwing gryff is good against those two, preventing life drains and being to attack PW without being blocked. (OK, not so amazing against Sorin flyers... but you can burn down the flyer.)
Some jeskai lists already played 4 main. Whatever you play it has to be able to beat caryatid on turn 2, courser on 3, rhino on 4. I think that means a flyer, as nothing provides the ground beating of the rabblemaster for the same mana.

For me, I planned to run 4 planeswalkes, but only had two. So for a fun alternative I added two Clever Impersonator in there. That should give me lots of versatility, and possible counters to cancel out something they bring out.
So, you'll notice I don't have few of the "key" cards typically ran in the jeskai tempo. Some cards are silly, like my planeswalker choice, but it's all I have right now.
Spellheart Chimera actually won me a a close game, came out near end as 11/3. I was happy =) Overall, the cards I used as replacements all worked really well.

there is no alternative. sure you can play any other 3-drop there. but they all suck compared to rabble.
like i said: you can play any 3-drop available in your colors, but noone is nearly as good as rabblemaster.

It shuts down Siege Rhino and in the rare case that green devotion gets to it Hornet Queen.
Sidisi, Brood Tyrant also has an ETB trigger.
It avoids Abzan Charm.
Sometimes you will even be able to catch your opponent out flashing it in end of turn and just beating them with it in the sky.

As for rabblemaster, I put in 2 Hordeling Outburst and 2 Spellheart Chimera
Added couple Hushwing Gryff to replace a Mantis Rider that I didn't have.
Added couple Spite of Mogis to replace couple Stoke the Flames
If you feel like going outside the box, you can sideboard Satyr Firedancer, I'm thinking that could be pretty fun if can get it out early enough.
