I have played a similar list. Curious Obsession and/or Staggering Insight are a must and is the answer to the problem you pose at the end of your post.
Personally I would bump down Sephara to 2 copies as she is Legendary. 4 of Legendaries will do nothing but muck/brick up your hand at times, unless they are a piece your deck can't function without. I have found that as 2 ofs they don't clog your hand as much. Cut HoG and Ornithopter completely for 6 copies of the card draw enchantments listed above and 4 Hushbringer. Then add 2 of your choice of Jubilant Skybonder or Watcher of the Spheres.
Also consider Favorable Winds gives you that Lord effect at 2cmc.
As your curve is low 24 lands aren't necessary. With card draw from Obsession or Insight consider going to 23 lands or maybe even 22 if you want to run the ragged edge.
As your list stands, it might as well switch over to UW Spirits which is a Tier deck. Do what you wish of course, just trying to add a little constructive criticism. I find these tribal decks quite fun but they often have a hard time beating the Tier decks. Excessive card draw with the enchantments can give you that speed, they need to be in the list. Good luck.
