You should first contact the Casual moderators via PM. Primers are a community resource, and we require a review before they are posted. Don't worry, the review process is largely informal, geared towards ensuring a quality guide (and limiting duplicate work if someone else is already working on that Primer).
Once the review is complete, you'll be given the go ahead to post your new Primer.

Excellent post, this was something we've tried to do before but I am glad their will be some enforcement of it so we can create the best possible primers.
EDIT: Something that should be considered is within the primer request thread we should modify the first post with a list of what we have already, and what has been requested. We can then see what needs to be worked on, and if a casual moderator is contacted then they can update the primary post with what is being worked on and by whom so others can plainly see what not to work on.
This is a great idea. I second the idea of making a list of specific primers that have been requested, and who will write them.

This makes writing a primer in complete form difficult in blog draft obviously. Since I like to go through and check for linking errors as I go this makes my job very difficult since writing up the primer in word or notepad with these tags is much more cumbersome then if we were to just post it where it needs to be.
However I do think that a primer should be 95% complete upon being posted aside from small errors or additions, so perhaps another method of review should be instituted to make it easier on the persons who are taking the time to write this up for the community. If we can expand the 50 limit in blog draft to unlimited that would obviously be the easiest method.

I can see a detailed match up analysis being one of the things that are added after testing, but a basic aggro, control and combo match up break down would at least be advisable from the start. Things like deck lists should be thought up and added by the poster immediately, nothing says you cannot take decks from around the internet and tweak or post them as long as credit is given. Things like sideboard options should also be included as that directly effects any and all games played. Providing good and bad choices with a legitimate explanation would be useful rather then leaving people wondering why and what about this card.
Benevolent Unicorn is purely a sideboard option against Burn, but without listing it we wouldn't know it was a sideboard option and you certainly wouldn't main board it for White Weenie.
As for posting the primer it would be loads easier if the 50 limit was raised, I suppose I can preview post without actually posting it, then do some sort of email thing though I think that is much more inconvenient.

I was talking about something internalized into the site. I don't want to advertise, but Blackborder.com has a Workspace that allows you to write things and save them without posting them publicly until you're ready. It seems like a really good system to me.

I agree, some sort of single post that is designed for that. I would of thought that the blog draft would have been sufficient but it isn't.
