I voted no. Affinity is not that horrible right now and there's a wealth of anti-arifact stuff in most sideboards already. What purpose for it did you have in mind?

Not really for Affinity although it hits it hard. More for Boros decks that spew out endless 2 mana card draw artifacts then recur them endlessly through bounce. Gorilla Shaman isn't good enough at all.
Besides it is double red, 4 cmc and sorcery speed. Affinity and Boros decks get their mountain of artifacts up and its basically lights out after turn 5 or 6. A nice artifact boardwipe could give creature decks some late game. I'd also be for a downgrade of Pyroclasm and/or Shattering Spree but that is a different question.

Maybe it's just the case that anti-artifact stuff doesn't get sided in vs. Boros/Metalcraft and such because folks tend to side vs. their threats rather then thier card-draw. And it'd be weird if they did because destroying something that the other guy already drew a card for (and often doesn't really impact the board in and off itself) seems like a bad move. A mass artifact wipe does sound interesting in that regard, mind you, but it would randomly mess up all the decks which use artifact lands responsibly (there are many of them in Pauper, honestly), and, again, hit Affinity way too hard. I'd still be quite interesting to see how Thraben Inspector handles in a meta where his clues get randomly offed.
I would not give R/U Delver such a powerful hoser against Metalcraft (be it white, green or black) because those decks have guys who can attack into (or over) Angler and Augur and Shatterstorm would just make them fold. Tooth of Chiss-Goria and Scale of Chiss-Goria are actually really important in our meta and much more powerful than they look out of context and along with artifact lands are the backbone of several decks which are either proven as contenders or close to it in our brewery. They screw with combat math, so if you combine them with already pushed dudes from Scars Block & friends, they even up the playing field vs. the busted stuf from Delvers. Getting that infrastructure hosed would likely be a very bad thing.
But still, Ancient Grudges are pretty nasty if you're in the right colors and what we've found in our meta is that our sideboards are kinda loaded with artifact hate as it is, while not being nearly as prepared for enchantments. This then turns into silly shenanigans from Acid Trip and makes Journey to Nowhere , Oblivion Ring , Lumithread Field and that thing from Nemesis which let's you sac a dude to regenerate a dude at any time run rampant. So folks are kinda switching to things that can also hit enchantments , and I've even seen Aura Blast played to great effect.
I'm not sure what the answer to cantrip artifacts would actually be, though, other than siding in Ancient Grudges and firing them off on that sort of thing.

I would think UR Delver may think twice about a sorcery speed 4 cmc with double red in its sideboard. It could also lead to play Darksteel Axe for Affinity/Metalcraft decks running a lot of artifact lands. Maybe legalize Pyroclasm along side it to even things out a bit. It would cause waves for sure but Grudges, Goriila Shamans and the Conspire artifact/enchantment card, just don't seem like enough.
How about a new card for 3 cmc in red that hits 3 artifacts instead?

That would hardly be printed as common, as such things are actually sought after in commander (and would also hurt metalcraft decks way more than is necessary).
However, what might be a way to punish folks who cram artifacts into decks to draw cards off them is already available - Smash to Smithereens. It doesn't solve the spam issue, but it does bolt someone for having an artifact around while also getting rid of an artifact. Apart from that there is Ancient Grudge which is a single card which takes out two artifacts provided you're in the right colors and there's Echoing Ruin which does a number on anyone spaming multiples of the same artifact.
Downshifting Goblin Tinkerer is an interesting idea, too as you need to put in some effort to make him machine-gun stuff, but at least he can be moved off the board. I remember grinding wins vs. Affinity in extended with a deck loaded with Viridian Shaman and such, downshifting a bunch of those (there's even one with infect) might be interesting too if they want to enable you to put dudes down while letting you ping random artifacts off the board.

Getting beat by a Flung Atog isn't fun and is way to easy for some decks. And unless you are in black or blue (or maybe white) you are going to get beat on the spot.

I was always in favor of a Shatterstorm downshift, just because there are tons of Tranquility effects at Common already. As someone who loves to play Enchantress, I always found it unfair!
