Counter-proposal on some of your options:
-1 Snapcaster mage - Without LIghtning bolt, snapcaster becomes much worse. Discard spells are OK with him, but not nearly as versatile. For this reason I don't think you'd need a whole playset.
-1 Vendilion Clique - I think 2x is correct here. 3 will give you doubles when you really would rather something else.
-3 lands - the big draw to playing delver is you play SUPER efficient stuff, and can cram more spells because of it. 23 lands seems like its approaching "control deck" status. (not that BUG control couldn't be a deck, but it's much different than BUG delver)
-1 Thoughtseize - Split this with IOK.
-1 Remand - I think 4 remand is too much in any deck. This card is very good in combination with discard, but you still will see it too much as a 4 of.
-1 Tombstalker - See Tarmogoyf below & Snapcaster - bad synergy. Might side in against decks that are good vs. goyf.
+4 Tarmogoyf - no reason not to play him here. He'll regularly come in T2 as a 3/4+. He's efficiency incarnate, and is married to delver when you're in both colors.
+2 Inquisition of Kozilek - Brings you to 5 discard with 3 thoughtseizes. Life will matter in this deck with no way to gain but lots of ways to lose.
+1 Scavenging Ooze - I think 2x main is a good choice. He won't often fight with Goyf.
+1 Vapor Snag - I honestly wish there was room for more. Great soft removal and protection for your own team, as well as snapcaster shenanigans.
Sideboard:
+2 Engineered Explosives seems good now that we've gone -1 ooze -1 spell pierce. Synergizes well with goyf and protects against swarm/affinity/bogles.
-2 Creeping Corrosion - I think this is overkill with both EE and Golgari charm, not to mention the great mainboard stuff like decay / pulse.
-2 Scavenging ooze - I can't think of a time I'd want 4 of these. You really only ever need 1 in play, in multiples he's just a Grizzly Bears.
+1 Spellskite - Think he's a 2-of SB card in general. Usually, when you side him in you definitely want to see him.
+3 - Got 3 open spots here. Who wants em!?
I'm also thinking maybe instead of Vendetta, Smother? And the number of counterspells highly depends on the meta. Worst matchups are Zoo and Affinity. There's also the Tombstalker that might be a better creature to play than Goyf. Same with a one or two of Scavenging Ooze that would help with being too suicidal and would allow you to deal with their graveyard, making it hard for them to Treasure Cruise in the Delver Mirror.
