Most of my friends in my local playgroup use Tribal decks. Weather it be Elves, Goblins, Vampires, Zombies, Merfolk, Minotaurs or whatever else, these type of decks seem to be dominating my local meta. I can deal with elves, goblins, vampires, zombies and whatever else with board removal such as Firespout, Supreme verdict, Engineered plague or drown in sorrow. HOWEVER, against Merfolk, it never seems to matter how much board removal i run, my opponent always seems to flood the board 1-2 turns after a clear. His deck runs Æther Vial and Condescend and mana leak as well as card draw through spreading seas and Silvergill adept. If he's not countering my board wipe he's outdrawing me and flooding the board again soon after a wrath. How am i supposed to deal with Merfolk? It seems like he has an answer for everything.
Having said this, i have a single deck that can beat him consistently and its my RDW. In fact no one in my playgroup can beat my RDW (maybe 2/10 games il lose). However, i want to be able to beat merfolk with another tribal but theres doesnt seem to be one that can. And they're so resistant to board clear that my only option seems to be to race him (with RDW).
Moreover, you just seem to have a creature-heavy meta in general. Board wipes don't have to be 4 CMC "destroy all" effects; they can be Pyroclasm, Drown in Sorrow, Zealous Persecution and so on. It sounds like you need a classic pure control deck to just mop the floor with these tribal decks.
Sadly, Modern is a crappy place for pure control decks. Closest I could recommend is UWr Control (thread here). Second-closest is a Ghostly Prison deck, porting Death & Taxes to Modern as close as possible.
Really, tribal decks are notoriously bad in Modern as a rule; Merfolk (AKA "fish") is the only one that squeaks into the top 8 once in awhile.

Actually, if you count Merrow Reejerey which can untap a land after it resolves so it's kind of costing 2, they have THREE 2-mana lords. And four if you count Coralhelm Commander, though it needs some 4 mana to level up to that point. And a ton of tribal synergy on top of that, even their own tribal land.
If you're counting Affinity as a tribal, you can throw BW Tokens in on that lot.
