I find myself attracted to tribal decks likes slivers, merfolk, or rats, and i was wondering what the most competitive tribal deck in modern might be. I want to play a deck I like but I also want to win and my LGS is pretty competitive. Please say rats.
Merfolk definitely, it has the best lords by a mile and a powerful bomb in the form of Master of Waves. If you want Rats, there is a version of Monoblack Control that uses Pack Rat, but I'm not sure if that counts as tribal
I'd say Merfolk, then Faeries, then Elves. You know, the combo Elves draw your library thing. If I was going to play one of those, I'd pick Faeries without hesitation because that deck is just incredibly cool. I'd be tempted to play it if there wasn't this one person at my LGS that always plays Faeries and I don't want to step on her turf when I've so obviously discovered its greatness from losing to her.
There is a primer for RB Rats somewhere, I haven't tried it and I'm not sure how competitive it is, but it looks like a load of fun. It should be searchable. I also think that Pack Rat has been criminally underplayed in Modern so far, we'll see it as soon as it finds a home.

Goblins isn't good in Legacy anymore. 33% of decks running Deathrite Shaman severely worsens their T1 Goblin Lackey. The deck is also ridiculously expensive since it requires Wastelands and often Rishadan Port
merfolk. Cantrips + lords + vial. Can get blown out as all aggro decks can, but it's consistent and a lot of fun if you like to turn all your cards sideways
