Precisely this. There are budget decks in all tiers of this format. Also, many decks in the Deck Creation subforum are budget, or "more-budget" than other decks, yet can compete fairly well. This format is very diverse. If you're looking for a budget deck, you can check the Deck Creation sub and look for threads tagged [Budget].

...but why is it that the Modern forum is the only format based forum without a Budget subforum?
The deck I play cost me less than $100 and it can be budgetized to cost even less and still perform just as well. It's in the same subforum as a couple of the $1000+ decks.
Living End is Tier one right now (and probably will stay there) and non budget builds can be assembled for like 200 bucks, and that is basically just for 4 fulminator mages, 3 living ends, and like maybe some gemstone mines. Everything else is a buy one get 3 free common for the most part. I think mono red burn decks are basically the same deal.
So yea, the reason you don't have a budget forum is because it would be the same lists that are in the proven forum.
Both Standard and Legacy have a budget sub-forum, something very relevant for people either new to the format, low on cash or both. Could we (pretty please) get one for Modern?

I never really understood why budget would get its own subforum.
Then, for example, if I wanted to put together a budget...Jund deck. I'd be torn in whether I should post it in the Jund section or the budget section. That's not a choice I think is necessary to be made.
There's a reason when you make a thread there's a [budget] bracket to use. If you want a budget thread, make it. A separate space for it would just splinter discussion.
Following up on NessOnett's post, if you had made a budget Jund deck in the Budget Sub-Forum, all the Jund players are hanging out over in the Proven section, so there really wouldn't be much trickling down of information from the guys who have been in the discussion for quite a bit, this particularly relevant for anyone who's new to the format/game.
Any tier 1 deck that is "budgeted" will do worse than a T1.5-T2 deck that is already budget. Most decks with expensive cards need those cards to function. BGx without Bobs and Goyfs is terrible. G(r) Tron without Karn is terrible. Affinity without Opals is terrible. 3-color control without a fetch/shock base is terrible.

There are exceptions... like BGx that cannot be budgetized.
However... Gr Tron without Karn is do-able. It's called MonoU Tron
Affinity can be quite fine without opals, and I'm pretty sure shocks in modern are budget enough - this isn't standard where budget is typically a $10 deck.
Most people that want to get into modern usually have something to work with - like shocks, or a few standard staples that help. And there are alternatives. Going budget to start is a good way to get into a format. Of course investing is always good but if I am new to modern I don't want to drop 2 grand on Jund right away. I want to get a feel for the format, play a little online with MWS or cockatrice, ask opinions on what I should or should not play, feel out the meta, etc...
99% of these people aren't going to buy a deck and go to a GP the next week looking to T8... if they do then yes you are right. But that's not the case typically.
On that note... in many local metas rogue decks can be a complete hit, or decks that have budget cards because they aren't expected. If you play Gr tron without Karn, I'm going to expect Karn... that gives you the upper hand sometimes.
Yes cards like goyf and bob can't really be replaced... same thing for LED or FoW in legacy...
That doesn't mean you can't take a $150 deck and go win your FNM a few times, gather some store credit and start beefing your deck into goyfs and bobs.
