(First, no, this is not a deck variant which revolving around Restore Balance.)
INTRODUCTION
Welcome to this thread. Even if I already had a list, it's still very raw and I've so far tested it against UR Twin - Kiki only (Result : Won 3-1). Basically my idea is to harness the power of Counterbalance in modern, and since Sensei's Divining Top is banned, so it require much work to make it good. The only thing close to Top in modern right now is Crystal Ball. It's not good, but not straight unplayable. The key interaction of this idea is based more on the interaction between recycling cards from the graveyard to the top deck.
I'll explain some potential CORE cards in the CARD SELECTION section. I only explain the cores because this still a rough idea. Although I'll still give you a complete decklist (my current one).
CORE CARDS SELECTION
COUNTERBALANCE : If you don't play this as a 4-ofs, then your deck is a different one. We prioritize to get this asap on the board.
ACADEMY RUINS : This is our uncounterable recycler, in form of land. With counterbalance, it's "Counter target spell" tacked on a land, which also recycle our artifacts.
NOXIOUS REVIVAL : Our recursion engine number 2. It's not repeatable by itself (That's why we play Isochron Scepter anyway), but it can return any card to our topdeck, not just artifacts like what ruins does.
ISOCHRON SCEPTER : There are a lot of 2 cmc topdeck manipulation to make this a very good selection, making our price to counter a spell is just 2. Good? Absolutely. The main reason is to combo this with Noxious Revival.
I won't deny that the list is still terrible, but I think it has potential. Idk how etched champion doing, since he never hit the board. But I think it's not bad to play monoblue tron wincons (Wurmcoil Engine and Mindslaver). This isn't tron, because I don't quickly resemble the tron lands, while prioritize counterbalance on turn 2.
I also try to keep my instants to be at 2 cmc at most, so it is able to be isochron-ed

I would consider replacing the Deprive for a 4 Drop (most preferentially Cryptic Command).

IMO, Thirst for Knowledge is a must have in any artifact based deck. But that aside, initial list looks a bit messy, but the idea itself is very interesting.
As RakdosMage said, CMC4 is pretty huge in Modern as well, so we should put in a 4-drop somewhere in here. Solemn Simulacrum?

About thirst for knowledge, I've included that in cosideration section.. I also think it's a good way to dump proper cmc artifact to be revival-ed.
What do you guys think about going non- tron version? Or tron alone is better

TBQH I have no idea why are you running Tron in the first place, especially as 3-ofs.
The initial idea is to keep the land count low, while also activating artifacts easier (1 tron land = counter = shackles). But since I don't need it asap (just a support material) while also I need a lot of island for shackles. Additionally, I can add some other wincon (1 karn, 1 wurm, 1 anything other).
I usually prioritize fetching academy ruins anyway though.
Afterall, it still is a rough list. If it is more optimal to throw the trons away, then I will. It's not the core.

drop the tron lands, possibly add some fetch lands to increase the odds of flipping a non-land card, add green for tarmagoyf or black for tezzeret agent of bolas, architects of will(4cmc artifact cantrip that also doubles as a creature that digs? yes please) and thought seize. maybe, or white for ethersworn cannonist ... whatever color you go the Borderposts might be worth looking into as they are basically 3cmc lands and artifacts so they should be fantastic for counterbalance. You could also sideboard cards like moltensteel dragon against tron (it gives you 6cmc for 4 mana and beats pretty hard but is probably a fairly weak option). honestly i would run mana leak over deprive even though it synergizes well with isochron scepter. You also need a reliable way to discard cards. Artificer's intuition is okay if you work with it, cunning lethemancer, necrogen mists or liliana of the veil could be good if you're going in a stax direction although flesh grafter may be better.

The idea of using architect of will is nice, since it can act as discard outlet for himself and open new idea for cyclers artifacts out there. But I think it's not that much. Also, cycling to counter means I don't "sacrifice" my next draw step by countering a spell.
And wow, the splash black will be nice for discard outlet, since i GY, all my spells are reads "counter target spell" with counterbalance. even signets are good to countering 1 cmc (but i already have exploration map in 1 cmc slot, and it's better to dig for the utility lands)
Should I drop the vedalken shackles plan or it's already solid?

My new list has Mana Leak over Deprive and Phyrexian Metamorph. Recurring PM is very annoying to play against lol. I'll post my recent list soon since I online on different computer which has no cockatrice in it. It still underwhelming though.
It also has scrying sheet to remove the possibility to counterbalance with land. So far I use Phyrexian Core as sac outlet. 1 life can be very valuable.

And another interesting card I found is Archbound Reclaimer. Can recur itself (if have 1 in GY and 1 in play) and set up a counterbalance.
