Hey guys! I dont have a huge budget, so i am leaving out the fetches, and if i am able to get my hands on them in the future i will put them in. I want some criticism on the numbers before i buy a bunch of these cards, i already have some, but i am going to buy a bunch soon:
Are you even at 60 cards? (I count 57) Absolutely need Path to Exile. 1 Supreme Verdict over 1 Mana Leak. Consider Gideon Jura over one of the Jace and Another Sphinx Revelation over the second Jace. Other then that, really consider purchasing Fetchlands (Arid Mesa and Scarning Tarn). This RWU control decks cannot really function well without fetches

Accidentally left out 3 cards, fixed now. And why cant it function without fetchlands?
The deck is too color intensive where double or triple of one color or a specific mix of colors (ie Ajani or sphinx). It's the nature of this kind of deck. If you do not run fetches then you will need to run far more draw spells to get lands. But doing that strategy is not effective in a fast format like modern. You cannot be topdecking for another blue source so that you have triple blue up for Cryptic. Getting Mana screw happens a lot without fetches and by the time you get the right mana for an answer to a threat it could be far too late for you to recover.
But you are running a bunch of duals, so i dont know how fetches would help with fixing..
First of all, if you are not running fetches, I would advice you to run a better mix of shocks and check lands. No reason to have only 4 check lands in there when you have 16 lands that give you at least one basic land type.
The thing with fetchlands is that when you use them with shocklands, they give you access to 3 colors. (up to 5 if the deck has the right lands) They are the ultimate mana fixer. They also often cost less life than shocks. If you really need to use the mana, you crack it in response to something and you can get an island so you only pay 1 life. Sometimes you'll pay 3 life but it evens out because you will often fetch the shockland and play it tapped at the end of a turn if you don't need the mana. Playing a fetch untapped and passing the turn is something you probably do all the time with your mana base just because you want to keep the mana open. Doing this will give information that the fetchland won't ever give because you'll always fetch in response (for the basic or shock) or fetch EOT for a tapped shock (or basic) if you didn't need the mana.
TL;DR, fetchlands make the deck run smoother and they cost less life than running all these shocklands.

I just changed the lands up a bit. How does it look?
You have too many innistrad buddy lands. Honestly a couple budget fetches (Terramorphic Expanse, Evolving Wilds) would be fine. They can be a loss of tempo, but you also do fetch lands into play tapped quite a bit in modern. The expensive fetches are obviously miles better because you get the option to fetch into untapped shocks or basics in order to cast something at that specific time.
