When I see artifacts and ramp spells in the same post, my head immediately goes to Tron. I'm not sure why that is, since I hate that deck with a passion. But there's definitely a possibility of brewing in that direction. That means no Glissa though, I don't know if that's a deal breaker.
If you wanna keep Glissa,Executioner's Capsule is worth looking into, as it basically machine guns the opponent's creatures.
Artifact Lands are all banned, so youre gonna want shocks. If your budget is only 20, I dont know how far you can get. I would look in the extreme budget challenge thread to find decks, or suggest for them to use Glissa the Traitor as a base for one of their decks.
Still, I feel youre willing to spend more than 20, then why is that number in the thread title?

I wouldn't go with an eqiupment build, though. I'd look at splashing red for Sharpnel Blast, as you can easily recover the artifacts you lose, clear out bigger threats, and even finish an opponent off.
In a "fairly experienced" meta that you mentioned, this deck probably won't hold up. Your best bet is to make a variation of one of the already-established decks. (Doran.dec + Glissa sounds good!) Unless by "fairly experienced," you just mean you have a few buddies who play modern casually, though
