Unexpected Results doesn't synergize with library manipulation because you have to shuffle you deck before revealing the top card. To my knowledge anyways.
As much as I would like this to be a thing, they purposefully made Unexpected results unplayable by adding the "shuffle your library" clause to the card.
Even if you stack your library with congregation, you still have to reshuffle when you cast this card, making the entire idea useless.

Now if you could find an infinite mill source, you could essentially mill until you hit your emrakul as the last card in the library. Seems to be too much to ask and there are rules problems with decks that continually mill until they don't hit an Emrakul.
Since OP deleted his list, probably for the best, I want to put forth the idea of a low land and high boost/early ramp idea.
Utopia Sprawl/Llanowar/BoP/Lotus Cobra/ ETC can get you to 4 mana without needing lots of lands.
If you could play a deck with memory selection and have few cards left that are lands and one Emurakul you could pull it off. This would actually work pretty well with Hedron Crab too... ok I'm not explaining.
Play Hedron crab early or later third turn is fine, play simple removal and the like to stall the board and at 4 mana play selective memory, removing all cards EXCEPT the land and Emurakul if you have Unexpected Results in your hand. Crab can mill out some cards off the top, probably want to mill so oyu have a 1/4 chance of hitting Emurakul and then next turn GG
Sounds convoluted but it's a start.
Any other plans? I seriously can't see the card working without ripping apart your library and leaving only a single card that you want. IT would be like dredging yourself...

Nope definitely combine dredging yourself with this but not using Emurakul and something else.
You can always try to combo out with Omniscience and Enter the Infinite and then be able to cast the last card of your library. If you are lucky enough to hit Enter the Infinite with Unexpected Results, with enough mana on the board, you can cast the results again to bring out omniscience and win the game right after.

Unexpected results ==> polymorph ==> emrakul.
Or
Unexpected results ==> primal surge ==> emrakul (or big fattie)
Unexpected results ==> cascade card ==> something useful.
Unexpected results ==> omniscience ==> cast emrakul

Or your deck could be like 30 emrakul, 26 land, 4 unexpected results.
Change name of card to "expected results"

Perhaps a "spell dredge" deck using Spelltwine, forbidden alchemy and boundless realms could help ramp up to cast enter the infinite.
I can almost feel a standard combo deck brewing up, but only time will tell.
I really REALLY like this idea. There's another card, Sins of the Past that can work here.
