When I play faeries I play four mutavaults and never had problems getting enough blue for cryptic command on time.
The typical Mono-U Faeries decks I see in Modern Dailies and PTQs run 25 lands. Merfolk runs 20-22. Around 4 of them are Mutavaults, and some run Tectonic Edge. I find Merfolk has a hard enough time hitting UU on Turn 2, so hitting Cryptic Command mana on time is actually fairly difficult for the 'Folk.

Maybe it could be considered as a sideboard card, but most of the time we use our extra mana for leveling coralhelms and attacking with mutavaults and would not be able to hold up 4 mana without lossing serious tempo.
