I wanna get into this thing, but I'm not looking to put alot of money into it. I was thinking of modernizing my budget mono black control deck, but the lose of hymns and rituals really hurt that idea. Is there a established budget deck for modern? Elves maybe? Can this mono black legacy deck become a competitive modern deck thats still on a budget?
Pyromancer Ascension and Grapeshot storm are very budget friendly, especially if you don't spring for Steam Vents (Though they help both decks a lot). As well, Living End decks without shocklands are pretty cheap.

aside from aether vials, death and taxes (link in my sig) doesn't cost very much. if you play the classic version, mono-white, you don't have to worry about fetches and duals.

I re your thread on it and you said the deck is kinda tough to play. So that kinda puts me off to it. If I had to choose between pyromancer, living end, or death and taxes, what's more competitive?
Pyromancer put a few guys in top8 PT today. Either play it or play sth that beats it. Living End might get an edge after the PT, because graveyard is not abused by other popular decks, making it catch some players off guard.
What would pyromancer and living end budget lists look like anyway?

Well, I don't mind something that complicated but can be learned with a little effort. Im thinking of trying living end out, since it's like super cheap. I saw this list in a article:

very close to the one that you listed. Honestly If the meta stays heavy combo KIKI-Twin will be the best deck in the format. It is also pretty cheap besides the splintertwins. They are probably 5-6 a piece, but could drop since standard is soon to rotate. You won't get a deck without dropping around $100 on the mana base. You could just run fetches and use the new duals from ISD, but you really need steam vents. Pain lands are another option I guess.

He's not online now so I can't ask him, but I think it's pretty similar to the one you posted. He runs fetchlands and Ravnica duals in his manabase though.

There is really no reason to. The deck just wants to have its lands coming into play untapped for turn 3, so SOM fastlands are fine, and don't put you in a worst position against aggro decks, even if you stomp em anyways.
Yeah, fair enough. I think the option to colour fix by grabbing Rav duals with landcyclers like Valley Rannet is always something to consider, but I suppose the cascade cards aren't so colour intensive that a basic wouldn't do the trick.

Living End is one of the best options for a cheap and reliable deck because of its lack of Ravnica duals and optional fetchlands. Like Legacy, in Modern decks 80% of the budget is concentrated on the manabase, so any deck that doesn't run fetchlands and/or shocklands is going to be cheap.

I just don't know how to play the deck, lol. Can anyone kinda walk me through it?
You cycle your creatures when you can. One of my favorite plays with the deck is to use Violent Outburst when they declare attackers. You wipe their field, and you bring back an army ready to attack on your turn. You want to make sure you have enough power in creatures in your graveyard to kill them quickly. Street Wraith is one of the MVPs of the deck, in my opinion. I haven't played the deck in modern, but I played it before it cycled in extended. It's an absolute blast to play.
Another thing to note, Demonic Dread and Violent Outburst can outright win you a game even if you choose not cascade. "What's that? You have a creature in play that's preventing me from killing you? I'll make it so it can't block."
