Ran across the deck list for Owling Mine today and figured I'd update it some from the 2006 version. A good portion of the deck, at this point, remains the same (Kami of the Cresent Moon, Ebony Owl Kitsune, Howling Mine...) but some of the tools have been changed for Modern (Devastation Tide for Evacuation, Disperse for Eye to Nowhere...) and the mana base has been updated. Here's my slightly altered version of Owling Mine:

yes, replace Disperse with Boomerang. Being able to bounce an opponent's land to set him back a turn is worth the not as nice casting cost
Guess I'll bring back Eye of Nowhere. I went with Disperse initially because of the instant speed. The land bounce portion, even at sorcery speed, I guess bumps it up by just enough...
I would, in fact, run both boomerang and eye of nowhere if that isn't already your plan. They're your means of staying alive long enough to actually win, at least vs. non creature decks. You're going to have issues with aggro, though.
Depending on your meta, you may want pyroclasm, slagstorm, etc. in order to survive. If you see a burn deck or two? Put your head between your legs and kiss your butt goodbye!
i made this deck probably about 8 months ago. Its a fun troll deck thatll put out a surprising amount of wins if built and SB correctly. I can post the list if youre interested

@weltkrieg: you're right; straight burn decks would be a problem since I am not running nearly enough counter magic. That's a good area for suggestions though if anyone comes up with anything...
@black19: sure, if you've got some goodies in your deck list I can adapt to my own, I'd love to take a look...
Unfortunately, there is one problem with burn vs. counter magic..the counter player always loses unless they're playing permanent based counter magic (hint: chalice of the void). that said, you'll still be a dog to fast aggro or anything that manages to go land/aether vial. You can bounce the vial, yes, but then they have the land in play still proceed to barf their hand as fast as you give it to them.
Other than that, maybe something like silent arbiter would keep you alive longer?

Boomerang is an instant thus making it the right choice.
After thinking about it, devistation tide is really bad because it bounces all your stuff too. I would try Cyclonic Rift because it will bounce all of your opponents stuff if you overload it.
Found Tiego Chan's decklist from Pro Tour Honolulu in 2006 where he came in third with owling mine. I figure if it was good enough for Mr. Snapcaster Mage, it should be a good place to start modding from
@weltkrieg: How does Silent Arbiter compare against something like Ensnaring Bridge? I feel like they are comparable cards, possibly sided out for each other depending on the local meta. I'm leaning more towards the Bridge as main for now...
@ferro_man: I went with the Tide so that, if I drop a Sudden Impact after I miracle the Tide (long shot, but it could happen...), I get a little more bang for my buck. I like the idea of the Rift, but I'd imagine that many games won't last long enough to overload it. I could be wrong though. Threads of Disloyalty is an interesting choice I hadn't considered either...
I was curious of your thoughts on Spiteful Visions or The Rack as an additional source of damage for this idea. The Visions gives you a little more damage for the draws, but it does put you on a suicide clock. The Rack might be a good first turn play for this deck, but I'd need to playtest it out before I'm totally sold on the idea...
I've tried Modernizing this deck before. It's very slow and feeds your opponent with cards, usually killing you before you can stabilize. If you read Evan Erwin's article on SCG, he mentions that this deck is meant to beat slow control and folds to fast aggro. That sort of metagame is not present in Modern.
What I learned from building a deck like this is that all your Mines do is make sure you don't run out of bounce and tap spells. When you realize that Snapcaster Mage pretty much does the same thing without benefiting your opponent, you can lose the main engine of the deck (Mine, Kami, Owl, Impact) for good, undercosted threats like Delver of Secrets, Snapcaster Mage, Vendilion Clique and Vedalken Shackles.
One more thing, this deck is particularly funny if you play it against a deck with Dark Confidant in it.

I'd recommend Runeflare Trap over Sudden Impact simply because it's much cheaper. Yeah, it's conditional, but being cheaper helps it win counter wars, and you can play multiples in the same turn.
I tried building this once; it was pretty fun and trolly, but expect to lose to UR Storm a lot. Stuff like Cryptic Command and Negate probably helps in that match-up, but they may be able to get through an increased counterwall when they have around 10 cards in hand.
...Actually, Leyline of Sanctity in the board partially solves both the RDW and UR Storm (and Scapeshift) problems. Beware of bounce, though.
Since there are pretty brutal decks like Affinity and UWR Delver, and Affinity dumps half of its hand on the table by Turn 1 and the rest of it by Turn 2 very often, I'd play Pyroclasms maindeck.
