The first major change is no land destruction. I tested it out with like cards Stone Rain and it was producing very inconsistent draws and overall just slowing the deck down. I replaced it with more spot removal.
The second change is no Rampaging Baloths or Ob Nixilis, the Fallen. These had problems because they required landfall that I didn't always get and the opponent usually just killed them anyways. Then came dragons, they're big, scary and can usually get the job done in the sky.
Now comes for what I am asking for. First, this may not be viable but that's ok because I want to have a fun deck and I won't go beyond my local FNM.
Second I want your suggestions. What do you think I can add in to finish off the missing cards in the deck that do these things:
1) more consistent
2) faster (if possible)
3) overall just better
Then what do you think I should get rid of that just doesn't have a place or I have incorrect numbers of. Mainly the dragons.

-harrow, + khalni heart expedition. The article even spells out that this is the better way of abusing it the fetches, even if they are a turn slower.
I would also add one of each relevant shockland {overgrown tomb, stomping ground, blood crypt} , as having multiple colored mana is pretty good when it's fetchable.
I question not having the land destruction, but that is your choice. I would suggest being able to do better against creature swarms, though. Fast aggressive in modern isn't unlikely and not having a 2 or 3 damage sweeper in red seems critical. on the other hand, RTR has provided a potentially devastating new sweeper in Mizzium Mortars.
Not that you should feel bad or anything, but this deck looks like it lose to a single counter spell. I do love lotus cobra though so this deck would be nice if it could work. At least make sure to have vexing shusher in the side board.
You shouldn't worry about the consistency because you have 7 different cards and 9 fetches. Only way to make it more consistent would be to throw in a card that fetches for Lotus Cobra and other than Fauna Shaman, I don't think there are any in modern.
