As I move from online play to physical play, my deck choice has changed. Instead of making a bad version of my favorite deck (which I am slowly working at over time) I am instead working on another not-particularly-viable archetype I greatly enjoy that can be built cheaply.
The purpose of this deck is to use cheap bilateral card draw to simultaneously draw out my opponent while drawing myself into a fog effect each turn to ensure my own safety. While they draw first from each of these effects and I am spending a card in the first place (creating a card disadvantage) this is outweighed by virtual card advantage created by stranding removal in their hands and blanking all of their creatures in the combat step.
The exclusion of wraths might seem very odd. The fact of the matter is, I don't have any right now. In my experiences, the virtual card advantage created by the density of fog effects is more than sufficient.
Fortunately, I haven't encountered any hate from the likes of Leyline of Punishment or similar cards
There is no sideboard, that is a huge part of my problem. In my experience this deck fares well against 'fair' decks, Living End and SplinterTwin, but very fast decks like affinity, and 'unfair' decks like storm seem very difficult to handle. The worst however seems to be Tron. Not only do I make their ramp far easier, but I also have no interaction with Karn or Emrakul outside of Oblivion Ring.
Without adding blue (Counterspells paired with Snapcaster Mage would be a huge boon, but the latter isn't exactly budget) how can I shore up these kinds of matches which I expect to see in my meta?
The dual lands are borrowed from a friend, so they are the exception to my budget. I would like for suggested cards to be less than $2 because I am an unemployed student, but I will take any suggestions that can improve this deck.

Your deck would benefit significantly from saving up and splurging for Isochron Scepter. They're only $4 each online, so it's not that much of a reach, and they combo really, really well with fog, dawn charm, druid's deliverance, etc. You'll also want ways of protecting your stuff, so consider rebuff the wicked or avoid fate.
You can probably get worship for about a buck-fifty per, and that would be a fun and frustrating little mini-combo with Luminarch Ascension.
Going after storm is considerably harder, particularly when your main game plan is to fill their hand and graveyard. however, white is equipped to handle this pretty well, too.
I knew of Ethersworn Canonist but deemed that too expensive. I do however own 4 Rule of Law so I don't know why they never even occurred to me. Silence seems like a good option too, especially with Isochron Scepter mentioned above. I only have access to one free Scepter, but it's something to think about.
Pithing Needle seems to be my best option. I took your suggestion and looked for cards that mentioned activated abilities as a way to attack Karn and none seem better than the ones you listed and of those Pithing Needle comes out on top.

Faith's Shield would be better than both of those imho.
