So I've pondering trying to build some sort of miracle deck and I think the best tool for it is probably scry with some other hand and card draw effects.
I'm possibly looking at a URW build with these cards as a base line.
I would say just go red blue and drop white. Entreat the Angels isn't that great, even for its Miracle cost, and you probably don't even want to cast Terminus if you have Delver (your only win condition) on the board. Add Serum Visions, Remand, More Bonfire, Temporal, Condescend, and more direct damage like Lightning Bolt. You also need another win condition besides Delver, and Crystal Ball is pretty lame too.
Miracles have more of a chance in Standard right now, but I've certainly thought of a couple Modern decks. You might want to look into the Faithless Looting/Noxious Revival combo.
The first deck works because it's legacy where top is not banned, and they have brainstorm to put back the miracle cards that you drew in your opener or that you drew at an inopportune time. The second deck is block constructed with a much much smaller card pool and a slower format.
If you can figure out a way to replace top and brainstorm it would be a viable deck. The thing with top is that it lets you draw the miracle on your opponents turn with no mana activation. Plus top lets you set up the soft lock with counterbalance (which is legal in modern).
The best instant speed scry card is crystal ball, which is terrible compared to top. So it doesn't seem like this deck will work.
But if you still want to try it, i'd replace telling time with see beyond. See beyond lets you shuffle back an expensive miracle card and can trigger miracle on your opponents turn.
Your deck has 38 non land cards. You're probably going to want 25-26 land. The legacy deck has 23 lands and they have way better card filtering, and the Block deck ran 27.

4 Delver of Secrets
4 Sage of Epityr
Miracles
2 Entreat the Angels
2 Terminus
2 Temporal Mastery
2 Bonfire of the Damned
4 Mystic Speculation
4 Telling Time
2 Peek
4 Magma Jet
2 Crystal Ball
2 Condescend
2 Cryptic Command
2 Dispel
2 Spell Pierce
Lands
4 New Benalia
Obviously more lands would be needed, but the mana base is probably secondary at this point, so I thought I would leave it.
Thoughts on this?

Speculation should be Halimar Depths.
Also, you get royally owned by Remand.
I forgot abut Liliana, but seems a bit slow. I do like see beyond though, seems decent.
How is that? Am I missing something?

If it was instant it could.
