I mostly use Izzet Charm to spell pierce or shock. However, having an extra (instant speed) looting effect is very useful in some situations.
I would never consider completely replacing Young Pyromancer with Snapcaster Mage. Young Pyromancer is a win condition in this deck. Another problem with Snapcaster in my deck as currently configured is the presence of Torpor Orb in my current sideboard. However, I have considered running maybe 1 Snapcaster because of the flexibility it would present.
True. I would have to guess that running a 1 of witness would most likely be better rather than snapcaster anyway. Keep up updated on how the list runs.
I have only tested it in legacy loam. It was decent, but there are definitely just better options to fill those slots. Maybe not permanent options, but definitely better options regardless. I believe someone in here did test it at some point, the issue seems to be that the first few turns in a format that is fairly aggressive and possible combo turns need to have disruption played, later in the game his effect just probably isn't what you may be looking for at that point. What shell would you want him and what spells would you actually consider removing for him?

It probably has what it takes to come back, but no one is playing this deck in any competitive way. And if they are, it's not being reported or tracked anywhere that I am familiar with.
It's kind of weak that we didn't get a sticky despite having been in Established and that the deck is a known archetype. I'm sure there is some rules snafu on this site somewhere preventing it.
Although Assault Loam no longer has the competitive record to be in Established, it is still one of the top 10 most popular discussions in Deck Creation. Because of this, it qualifies for sticky status under the new Deck Creation Sticky policy.
Pharaoh definitely has some merit to being included. He is also a quick clock so once we're ready for him to help out closing a game he would be there. Most of the lists that have topped in anything relevant didn't play pharaoh, but since nothing has happened lately maybe it is time to try him out.

Do you guys think Seismic Assault Loam is better than a Gifts Ungiven Loam with more of a Utility/Control Package?

Whoops, sorry! You are right. It did have that one finish. But that also doesn't bring the deck even close to having enough wins to move up to Established.
I've always been more of an aggro loam advocate over gifts. They're more susceptible to yard hate depending on the build. Generally aggro loam with b/g has access to 4 abrupt decay meaning it can handle a rest in peace easier than gifts which is most likely only packing bounce spells for cards like that. I'm really not that familiar with gifts though, so I may not be completely correct.

After having failed to meet the Established criteria for two consecutive update cycles, Assault Loam has been moved back to Deck Creation.
Sadly, it has had no presence period. 0 MTGO daily appearances, 0 T8/T16 at GPs, one single showing at a GP day 2, and 0 showings in large paper events with 40+ players (PTQs, States, local tourneys, etc.).
