Disrupting Shoal is pretty much unplayable in a deck with 5-6 cc1 blue spells and 5-6 (included Shoal) cc2 Blue spells. I was thinking about a lone Commandeer in spite of a single Pierce, given the fact we basically have only blue cards sans the six cc1 removals.

IMHO ‘Negate effects’ are at their peak right now. I run lots of ways to dispose of creatures anyway. Commit is one of them. I really like the card, and I thought about it cause I also played plenty of Blue Tron in the past. It basically covers the role of Cryptic Command. Similar versatility, less raw power, much more synergy with Narset, Parter of Veils. If you’re not convinced by six ‘Negate effects’ you can trim a Pierce to play the third. It’s a change I was also considering.

Jace is not as necessary as it once was but being a full mana cheaper than Teferi, Hero of Dominaria is a big deal and planeswalkers being legendary means there is no way that Teferi number 3 is better than the first Jace. Jace is very strong and not having at least 1 copy is probably a mistake, although it's probably not a gigantic mistake unless you run the 3rd Teferi HoD in it's place. I think the deck would only be marginally worse if you replaced the first Jace with Fact or Fiction, but it's not something I can recommend other than for budget reasons.
Jace still digs 3 deep and when you fetches it adds up to the number of cards you can see with him. I would agree with jayjayhooks, 3tef is too many and 1 Jace for starters. In UW I personnaly do 3 narset, 2 jace, 2 tef right now. I don't realy see a point to small teferi right now. Doing a sweeper at instant speed is fun but is never what makes or break my game. In my meta the hosing potential of narset against the decks I play against is a lot more useful than 1card + bounce then nothing relevant until I can do the bounce/draw again. Narset is 2 card out of 8 cards seen in 2 turns. I like that.
Thanks for the replies, I decided to go with a list that just won an scg and has 1 jace. I'll start with that and see if I need 2 or it's fine the way it is. Im going to assume it's a meta call.
Brought Back`is tough to evaluate, ramping two fetchlands or reanimating a planeswalker that just died seems incredibly sick. The floor on the card is doing absolutely nothing, however. High ceiling low floor cards tend to only be good when the payoff is very close to straight up winning the game.
In other news, Winds of Abandon has been good in my testing. Just as a singleton, having a card that is modal spot removal and wrath is just very useful. It also gives us something to do on turn 2.
The original comparison was to Declaration in Stone, but Winds is just much better. Declaration gives your opponent the odds of drawing a relevant spell off your removal whilst Winds guarantees a land, and although Declaration could theoretically get multiple creatures off the board, Winds overload is just straight up an extra wrath.
However, I wouldn't run it over Oust, as I originally thought. Right now I actually have it over the third Wrath, to keep my curve lower whilst still having access to a lategame wrath if need be. With the cmc4 slot becoming incredibly crowded, that feels very good.
Hey guys, what is your opinion on Prohibit? Currently testing it out as it is able to hit relevant spells (e.g. discard, stirrings, sylvan scrying, liliana,...).

Problem with Prohibit is that even at its best, you are only trading even in mana. That doesn't really get you anywhere. Furthermore, being able to counter Tron's payoff cards is important

I see your point. I am currently running it in the Spell Snare slot, which has been underwhelming from time to time, especially when drawn later in the game becoming very situational. Prohibit on the other hand has the upside of hitting more (despite the higher cmc ofc).

They aren't match dependent; bring them in whenever they are better than your 59th and 60th card. A lot of times that's going to be surgical extraction, verdict, spell pierce/snare etc.
How do you people find spell queller to be in the side? I have been running it as extra counter and to slow down the race against creature decks when people goes down on removal spells. the 3 body is reliable enough to block profitably thalias and similars sending them down a creature. It 's even a little bit better now we run teferi raveler. Another thing I like is that it counters Veto in the mirror match and it's immune to negate-type of effects. what's you take on queller?
