My thinking is; will it be as good as Cryptic Command? If not, wouldn't Cryptic just be better in the deck?

It probably won't be as good as cryptic; that's just kind of a high bar. Like Spellcheck pointed out, though, it might not be 4cmc and thus might not be competing for the same slot. I think a flat-out 2cc command would either be completely overpowered or each mode would be so weak it was useless. 3cmc could be the sweet spot with a negate, disfigure, sign in blood, and thoughtseize effect. X could also end up pretty neat, but would likely end up too slow for modern.

So guys, I really want to try and get into playing Faeries, they seem awesome and worth the time put into the deck to learn to play it well. I want to preface this all by saying that I do not plan on playing in GPs or PTs or anything massive like that for a long time if ever. I really am only ever going to be an FNM grinder at most so I am not that cut-throat competitive. I was looking around for some lists I might work towards testing and I came across 2 I like for different reasons:
This first one is a list that I just saw 4-0 a daily and it looked intriguing based on the inclusion of Tasigur for more reach and as a result of his inclusion more cantrips are seen in the main. My question is, does this seem like a viable faeries strategy? Or would it be best to go with something like this:
This is a more streamlined version that fully utilizes the traditional faeries plus snapcaster which is just too good. I do not own Liliana and don't really want to pay almost 200 for 2 but I thought about including her as a 2 of maybe in the future... Thoughts guys? My meta locally is pretty unknown at this point actually so I don't really know what to have in the SB. Thanks for any help!
^ Personally, I would advocate for the second list if you are just learning to play Fae. It's a tricky deck to pilot and there are a lot of subtle interactions. The first list seems less consistent with all the one ofs. That's not to say it looks bad by any means though. Since there are so many ways to build a faeries deck it's best to pick the version you are most excited about and play the hell out of it. Once you do that you'll be able to make better decisions about versions/cards that fit your play-style better.
Don't play 4 Snapcaster Mage in Faeries. You won't find enough targets for its ability.
Agreed. Actually plenty of lists haven't been running snapcaster at all, especially with Tasigur and Murderous Cut needing to eat some cards from the yard. I would keep it to one or two.

I've been running 1 Tasigur main and it has generally been good. Even against a reactive deck like Twin it can at the very least eat a counter at the cost of 1 mana and a delve. That said, I'd try and decide if you want to run Snappies or not. If you are planning to run 2 Snappies, I would not run Tasigur. Against many decks it's harder to fill up the graveyard with faeries than you might think.

Guillame Matignon played it at Worlds and was interviewed in which he outwardly claimed the deck was bad, but he was only playing it because he likes it.

There are 2 main things holding us back, I believe:
1. It doesn't have enough push in either direction of being control or being aggro. The lines of play become very thin and unforgiving.
2. Attrition. Yes we have bitter blossom to pump out little guys, however we have very little card draw. (If any, depending on the list.)
As someone who played Fae in standard, again in extended and up until recently modern as well, it is really disheartening to see one of my all time favorite decks in both color and tribe fall so low on the totem pole.

There is no reason being friendly and being competitive can't be synonymous.
Its so we have the element of surprise, people don't know how to play around us all too well. Honestly it is pretty annoying that the deck is just a step from constant recognition as a really good deck, but you use that to your advantage I guess

These things are about right. We can't really decide if we want to be delver-style tempo/aggro or control. Sometimes whether you'll be playing aggro or control depends on your opening hand. It makes us a bit inconsistent, but it also makes us very flexible.
The bigger issue (and one that control in general has in modern), I think, is that we don't have good draw. Faeries want's to be able to dig through it's deck for the right answer at any given moment since all of our answers are pretty conditional, but it can't do that efficiently right now. There just aren't good instant speed draw spells in modern, and that hurts a lot of potential control lists. Part of the issue, as we saw with DTT/TC, is that it needs to be a draw spell that is good for control and not outright better for aggro/combo.
So looks like 5cmc.. not what we wanted to see. Think it's playable? CC is already better at counter/bounce, is the -3/-3 worth the extra mana? I doubt the pw removal is that relevant.
