Obviously my manabase is a bit budgetized (No Scalding Tarn), but besides that, I think the maindeck is fine. Unfortunately, I don't have a sideboard built yet, and I don't have the money to buy Blood Moon (I'm several months ahead on my MTG budget currently). I'd appreciate if somebody could help me put together a non-Moon sideboard.
I'm also a bit in the dark about how I should play before going off. Specifically, when should I cast an engine? I've normally been casting them T2/3 unless I know that my opponent has an answer in hand (through Probe). I don't think this is correct, but I'm not entirely sure what's better.
Depends on the engine. G1 against most decks you're pretty safe to just drop an Ascension on T2 blind. Obviously there are some exceptions to this (GBx being the most prominent) and you'll have to learn what is out there. With an Electromancer, you're going to be better off playing it as a sorcery against almost all decks. Some of the exceptions would be decks like Infect, Merfolk, etc. Naturally any information you get with a probe will play into how you make your decision, as well as the contents of your hand, state of the board etc. You really just need to play the deck a lot and learn when it's okay to tap out for it on T2 and when you need to hold it.
@Risumu You found pretty much what I found with dismember. 4 life is way too much to play against Twin when they can just bolt-snap-bolt us to death. It's ok at killing Goyf but still is pretty lackluster.
@Programmer_112 I would switch the red fetches for blue fetches because fetching island is much more important than fetching mountain.
For a sideboard without moons I would try this:
4 Lightning Bolt
3 Empty the Warrens
1 Echoing Truth
3 Shatterstorm
2 Rending Volley
2 Dispel
The two dispel could also be some combination of Anger of the Gods, Echoing Truth and Defense Grid.
@Programmer_112 I would switch the red fetches for blue fetches because fetching island is much more important than fetching mountain.

I would swap the fetches if I had more blue, but unfortunately this was all I had on hand. I'll be looking to trade into more blue fetches soon, so hopefully that will go well.
On an aside: Today, I got to live the dream of comboing blind T2 against Affinity, which may have been the greatest feeling that Magic has ever given me.
Modern FNM this week, that means I'll have to go without the proxies for once, I happen to have more of this deck than my other one will probably play this one. But that means no blood moon.

I went digging in my box of cards and found more cards. something i am trying to work out is that some lists have 18 lands and some have 16 lands what do you think is a better number of lands to have?
That is a different deck. I've played it and I felt it was severely worse than normal UR storm. There are some advocates of it here and I believe it has its own thread.
@Narvuntien 18 lands is the faithless looting version while 16 is the desperate ravings version. Most of us here are on the 16 land version but shrout does well with the 18 land version. For your sideboard I would get rid of the molten rains and replace them with crumble to dust. Crumble is much better against tron than molten rain as the damage doesn't really matter.

So I just sat there playing around with my looting/ravings and land counts, annoyingly I only have 2 ravings in my pile of cards but 4 (6) thought scour I have 10 looting or something. at the moment I have done the worst thing.. 17 lands 2 ravings and 2 looting.
Well, the old Bushwacker isn't really that much of a good inclusion in Storm because it makes us have to have two extra red mana in our pool after casing Empty. Not only that, but most of the time our matchups don't have an immediate answer to 8 or 10+ goblins.
Taking all that into account, I don't see a reason to include the new Bushwacker if the old Bushwacker isn't included in a full list.

So this is what I'm planning to build for MTGO/Paper. Scalding Tarns are just a bit out of my budget atm, and I think buying Blood Moon is more important for the Facetoface Open I'm going to in February. I'm mostly looking for advice on my SB if possible. Is Blood Moon still as huge of a deal if Amulet Bloom gets banned out in a few weeks like people believe?
Yes. Always yes. Blood Moon is really good against a lot of decks because it can completely shut out some of them, which buys a ton of time for us to off. I would run three because that way you can draw it more often, but it won't show up unneeded.
I also suggest taking out one Echoing Truth because we usually board that in against decks that will run Leyline postboard. That way when you board it in it'll show up very rarely and when you combo off you see most of the deck anyway, so you can simply draw the single copy on the combo turn, get enough storm, bounce the Leyline and kill them.
The rest of your deck seems okay to me, although I do suggest trying to get a hold of more blue fetches if possible and replace the Foothills. Red mana is not a priority find since we can generate that easily.

Hey guys, I stop in here every once in a while and wanted to touch base. Has the list really changed since August or is the only real debate still between Ravings and Lootings? I'm assuming the thread has been keeping an eye out for a Surge card that could find a home in Storm. I've noticed more focus on "Life is a resource" in regards to lands with less turn 1 duds (Sulfur Falls and Cascade Bluffs) and more Shivan Reefs. Is this a personal preference thing or is Burn a bit less prevalent? Lastly, Scalding Tarns are a wopping $100 each now and I regret not getting them at $70ish. While Tarns are without a doubt ideal and best, how absolutely important are they? I've been just doing more Strands and Mires to compensate and I have felt very few occurrences of envy.
Storm is a solved deck. There are about 4 versions. There is Finkel's list which most of us run. There is Shrout's list which is on 18 lands and Faithless Looting. There is the UR(b)(w) gifts things that I have tesed and has shown up on MODO occasionally.
Unfortunately I haven't seen a surge card that would be good. It would be nice to see a red draw spell with surge but they will never print one that is reasonably costed.
People should never have been running Sulfur Falls or Cascade Bluffs in the 16 land version ever. This hasn't changed. The 18 land version gets to play a slightly better manabase which is nice. Giving burn the tempo gain is way worse than taking a few extra damage off a land.
Tarns are not crucial. You can cut them and replace them with a blue fetch. It doesn't really matter which one. You should also then replace the mountain with the third vents. Blue fetches are much more important because they let you get basic island which gives you the ability to actually play Blood Moon.
I second lord here. The main recommended version is finkels list, often with a sideboard more tweaked to your meta. Some people prefer looting, which those usually run 18 lands and a third grapeshot, but there are some that run a maindeck empty and/or only 16 lands. Other common variants are gifts, unstorm, some people like swapping ravings for painful truths or tormenting voice.
Unfortunately the only surge card so far that could even see play is the new bushwhacker, and in the context of the combo turn they are pretty much exactly the same card.
We almost always want to be casting something on the first turn of the game, that is why no lands that come into play tapped. Against burn you can manage your reefs to deal only around two damage, same as a shock. Burn is a matchup I do not think we should even focus on since it is so awful with eidolon. However, with seven fetches you can manage your life total and not take too much damage.
Blue fetches are what you need. We just want to be able to get blue turn one, and the only matchup we want basic mountain is generally burn, and just a few other aggressive matchups. Which means that most of the time you don't actually need it.
