It seems like you'd be better off using a Birds of Paradise or other utility 1 drop rather than a Bogle. At some point your creatures are going to be exposed to targetted removal.
Not in an axiomatic way, only a tuning way. Not if you want to have it line up with the kill card of Duskwatch Recruiter. You could go something like -1 Gladecover, -1 Vivien's Grizzly, -1 Incubation, -1 something else for 3/4 Noble Hierarch, yes, maybe. The infinite mana doesn't kill them by itself, so, you could infinite and not kill and then they kill one of TWO of your guys, you lose the instant speed, so you need to gain something. Not with the ability to play Remand and truly break it in half here. You have serious possibilities of NOT doing that and winning certain matchups with a rebuy into an actual bogle out of the sideboard, like a Sword that is just pro their deck. This is a clear thing and just kind of a public service announcement from the best team.

Maybe I'm missing something about the deck. The goal is to Neoform a 1 drop into Devoted Druid/Vizier and then go infinite to play duskwatch to find walkiing ballista and kill them with that. There's no buffs to creaures or enchantments so the hexproof doesn't really help.
And this is UTTERLY broken in half, Incubation/Incongruity fetches them also, and tuning could show what the exact number of Ballista are. Melira is already a natural. The kill is a 6 plus the dig and tutoring. They would need innocent blood to make this idea a mulligan for you, at this point you should ALSO troll(?) a thread that includes literally any more than the TWO cards here costing more than two mana. (?) And there are plenty of these. And there's even a Force of Will possibility for this one. Bannable, clearly. Which card you hit is tough though.

I'm almost certain you're trolling about at least a little bit for laughs based on your click-bait header and erratic, mostly incoherent, explanations backed with claims of impending bannings. But, jokes aside, this isn't a horrible idea, here's what i'd suggest;
I understand what you're attempting, and the combo itself has already proven itself in plenty of other shells. U/G isn't a bad color combination with access to a dig 5 with Incubation // Incongruity. We all know how powerful Ancient Stirrings is, this is as good as its going to get for a creature combo deck, though the lack of ability to hit lands does make it less powerful turn 1. The second mode is relevant interaction, and could actually be useful if you need to answer threats.
The hexproof creatures are insignificant, and could and should be a different one drop, probably 8 dorks, probably some combination of Noble Hierarch and Birds of Paradise. I assume they are here because you want to be able to drop them on t1 as sac fodder and not get bolted for your turn 2 setup. However, this is absolutely not worth running 8 creatures that are otherwise total bricks and provide no other value whatsoever.
White is doing minimal things for you with this list, could cut Vizier of Remedies entirely for Melira and focus on a better protected U/G plan with Spell Pierce/Dispel backup, similar to Infect. Eldritch Evolution is also worthy as Neoform 5-8, and is easily castable on t2 with dorks. Disrupting Shoal and Mutagenic Growth can answer removal while tapped out if need be.
