Zur's Weirding is quite the well, weird card. Essentially for as long as players are able to pay 2 life, noone will be able to draw a card. Essentially, Zur's Weirding allows the game to be slowed down while bleeding everyone out.
This however sounds way too fair and does not actually make anyone win the game, unless you are at a much higher life total than your opponent in addition to an at least even board state. But there are ways to get around the symmetry of Zur's Weirding.
Effects that allow for cards to be played off the top of any player's library effectively extend your hand without requiring you to draw cards. Magus of the Future, Oracle of Mul Daya, Vizier of the Menagerie, Precognition Field, Courser of Kruphix are all cards that could support a strategy that abuses Zur's Weirding, by playing cards without having to draw them. Courser of Kruphix alone might be able to help break Zur's Weirding enough to cause a win: Not only does he gain life, but he also allows to remove lands from the top of the deck, which might be otherwise dead draws, increasing the likelyhood that an opponent would want to pay life to remove a threat.
What do you guys think, could such a strategy be playable?
Being bored and curious, I did some digging. I think Zur's Weirding would work much better in a blue-black control deck. That way, you can run discard spells to strip out the cards they already have in hand. Also, Dark Confidant is probably the best possible way to bypass the weirding on your end. The real nuts, though, is Bloodchief Ascension. Once it becomes active, you can pay a bunch of life on their draw step to drain them for that amount once everything resolves, thus winning the game on the spot as long as you have a higher life total. You wouldn't even have to worry about surprise Bolts to the face, since their hand is revealed.
EDIT: Never mind, the ascension combo just lets you lock them out of drawing cards. Still good, though.
I tried Weirding myself, but it is quite hard to stabilize the board so you can lock out your opponent. Bloodchief Ascension is one way, but you need to turn it on first. Another would be Syphon Life and Dakmor Salvage. This is where things get interesting, because there are some tricks you can do with weirding in play. Dredge is a replacement effect for card draw no matter when you draw cards. So before your oppenent gets to decide if he puts your card to the grave you can decide to just dredge salvage back to your hand allowing you to retrace cast Syphon life over and over again. To round this up you could put Gaea's blessing to the deck to do that infinitely.
That's nice and all, but I had quite a few problems to stabilize the board till the lock. But there are some new cards out, that can help establish that.
Also there is still quiet disrepair which can help to keep control.

Yeah, but it's really more "Disney Evil" than practical. It's like being a bond villain and giving a monologue rather then just shooting them.

Golgari Brownscale is a card that you should really look at. The dredge effect replaces the draw so your opponent can't prevent you from dredging your Brownscale and the life gain offsets your use of Zur's Weirding.
Well that is exactly what I suggested just with Dakmoor Salvage and syphon life. You need a way to discard your Golgari Brownscale every turn to put it to use and keep the lock working. Even if you lock the opponent out with brownscale you still need to win somehow, because u will mill out before the opponent does when you constantly dredge Brownscale.Maybe there is a possibility with Zombie infestation.
Maybe I'll try to make a list later when I am not on my cellphone
