WIN CONDITION:
Draw into multiple damage player cards and deal double damage with those cards and FURNACE OF RATH or BLOODLETTING.
Basic Strategy:
I Hold off the enemy with my small minions and board clear and draw AS FAST AS POSSIBLE Then kill them with the CURSE OF BLOODLETTING/FURNACE OF RATH + multiple MAGMA JETs/BURNs/LIGHTNING STRIKEs.
THINGS I THINK NEED CHANGING:
Deck is 74 cards, which most players say is to big
Modern is a competitive format, and thus more or less demands 60 card decks.
You're going to want 20-24 lands in this type of deck, with 36-40 nonlands.
You're currently in U/R, and assuming you want to stay in just those two colors, you've got a couple of options. U/R isn't necessarily the best hard control deck, but some style of counter-burn softer control deck could be good.
lightning bolt is one of the best cards in the format. Its strictly better than lightning strike here, and theres no real reason to not play the set of those.
For more burn style cards, roast, flame slash, electrolyze and forked bolt are worth considering.
For boardwipes, anger of the gods is a good choice.
For card draw and selection, you've got a good idea with serum vision, but cards like ancestral vision or think twice are decent. remand can buy time and provide you with another draw.
General thoughts:
damage doublers are not worth running because they do nothing on their own. Against highly interactive opponents, it will be difficult to utilize them fully, and against non interactive opponents, they'll simply be too slow.
Otherwise, I think most of your ideas are fine, but your card choices are on the whole weak, simply because modern is a large format with a lot of different cards.
First off I would like to say thanks for responding and helping me build a deck that fits me and that is also competitive. Secondly, I made some HUGE changes I followed your advice (at least i believe I did) and have come up with this
MAJOR CHANGES:
4x lightning strike is gone in favor of 3x lightning bolt.
I Got rid of all the "double damage" cards.
I got rid of some dual land cards so I could add Blood moon
Added lots of basic land
added an instant to counter small creatures, this instant is electrolyze
added TONS of sorcery to counter creatures and other spells
added TONS of spell counter
removed LOTS of card draw, added a little card draw in other forms
And a few things here or there. Again I would like to say thank you for helping me and more feedback on this new deck would again be helpful.:-)
Some cards you may want to consider running 4 of. For example, Lightning Bolt and Serum Visions are cards you want to see every game, so 4 would be optimal. With this in mind, 3 Keranos is simply too much as it is far too slow to reliably cast on turn 5 every game and should therefore be in the sideboard as a 1-of against slow decks or MAYBE one in the maindeck. It looks like you're willing to spend some money on this deck. If so, then cards like Steam Vents and Sulfur Falls are much better than Temple of Epiphany and Izzet Boilerworks. Your sideboard seems to contain many cards that should be in your maindeck, such as the Serum Visions, Remands, and Snapcaster Mage. You might want to try looking at the Blue Moon thread in the Developing Competitive section.

You don't seem to have any counterspells, but you definitely want some. mana leak, spell pierce, spell snare, logic knot, cryptic command, dissolve, or rune snag are some good options.

remand can buy time and provide you with another draw.
For utility, snapcaster mage is very powerful, as it lets you flash back any spell you've already cast. jace, vryn's prodigy isn't bad either. izzet charm provides a good deal of utility.
For more creatures or winconditions, pia and kiran nalaar, vendilion clique, batterskull, chandra, pyromaster, jace, architect of thought, keranos, god of storms, and jace, unraveler of secrets are decent along with the chandra flamecaller you've got.

to get a good idea of what u/r control looks like in modern.
These lists focus around blood moon to provide a soft lock on the spells an opponent can cast, and many lists run vedalken shackles to function as both removal and a win condition.
While you don't have to run either of these cards, they are quite powerful, and certainly worth considering.
