I got this deck idea and made a deck. After some solitaires I went to a couple of tourneys and put up some good results so I'm posting the decklist.
The basic idea is utilizing the "dragon synergy" from DTK to it's extreme. The main inspiration was the standard esper dragon control, 5c mono-blue dragon and modern UW control with Dragonlord Ojutai and Mutavault. Mutavault + Scorn was quite cute also adding the Faerie shenanigans, but didn't seem consistent enough even with maindeck spellskites. So I searched for maindeckable dragons and settled with a Grixis build.
Foul-Tongue Invocation - Sacrifice a creature and gain 4 life? Also sounds good. IMO the 'gain 4 life' clause is actually more relevant than standard due to the faster tempo of modern. Barring Splinter Twin decks, it's excellent against Delver, BGx, and burn decks and gaining some life is not too bad against affinity (though might be a little slow)
Dragons
Nameless Inversion - 2 mana Lightning Bolt may not be good enough in modern, but it's somewhat maindeckable and most importantly it's a dragon. One of the major drawback is that the fact it makes 'Goyfs bigger(tribal), but it ups the 'maindeckable' dragon cards to a very reliable range without ending up with too much creatures which is the biggest advantage.
Stormbreath Dragon - A bolt resistant 5 mana 4/4 flying haste creature with immune to path to exile? That sounds like a maindeckable card. Also it can eat Siege Rhinos with some aid in form of bolt/inversion.
Thundermaw Hellkite - Not much too say. Annihilates spirit tokens and faeries (in Twin). Currently I'm using Stormbreath Dragons cuz it was too much work to find these cards, but I think it's just matter of preference when it comes to Stormbreath vs. Thundermaw.
Thunderbreak Regent - This might surprise some people, but yes this card is actually good in modern. My test deck was 4 Stormbreath Dragon + 3 Thundermaw Hellkite, but I couldn't find my hellkites so I used Regents as substitutes, which ended up changing my decklist to 4 Stormbreath Dragons + 4 Thunderbreak Regents. An Abrupt Decay immune 4/4 Flying creature that bolts the opponent when path to exiled is also exciting and with conjection with Spellskite and/or Counterspells, it just gets more fun. (Remanding removals targeting Regent is just hilarious)
For the rest I just chose conventional cards that would be used in conventional Grixis control decks.
I played total of 7 rounds (6 rounds played, ID 1 round) in my LGS tourney. My current record is (game score in parenthesis):
UR twin 1-1 (2-3)
Abzan midrange 2-0 (4-1)
BG rock 1-0 (2-0)
Abzan aggro [Liege deck] 1-0 (2-0)
Grixis delver was quite a favorable matchup in solitaire testing. BGx was just easy unless Abzan had like 2+ lingering souls and liliana with some discard supporing ripping off Electrolyze from my hand. Dragonlord Silumgar and Ashiok, Nightmare Weaver overperforms in this particular matchup. Twin was rough in maindeck if I don't land a spellskite, but I think it's at least even after sideboard if not favorable.
Have you considered Creeping Tar Pit due to your slower list? 4 Stormbreaths and 4 Thunderbreaks seem like a lot considering you could just run 4 Nameless Inversion. Telling Time is probably worse than Anticipate but I'm not sure. Good luck with this deck.
Tasigur, the Golden Fang, great Card but you dont run many cantrips etc. and with stormbreath, Hellkite and Regent you're running enought big creatures i think.
Dismember and Spell Snare, both as a one off. Even they are pretty good Cards i would go with 2 Terminate since we have access with the Colors.
And also some Cards i think can work out pretty well: Taurean Mauler Comes in turn 3, gets bigger and Counts as a Dragon as well. perhaps for Tasigur? Draconic Roar 1 more than bolt, but with the deck building allmost ever a bolt to the face as well.
Creeping Tarpit - Great card in the long game and assassinating Liliana. I did consider it, but I wanted to maximize the possibility of turn 2 Scorn. Also it doesn't really increase the odds of the deck against the bad matchups (Scapeshift, Tron)
Telling Time vs. Anticipate - I think it's a matter of preference here. In case of Scapeshift, the deck desperately digs for a certain card. In this kind of deck it's a mix of threat, answer and land. Telling Time is worse than Anticipate only if two of the three cards are useless, which I think doesn't really occur that much. Though I'm considering maindeck Shadow of Doubt in this slot due to the bad matchups.
Tasigur - Actually it's one of the overperforming cards in this deck. It's bolt/flameslash-resistant, decay-proof, immune to Inquisition of Kozilek, castable with 1-2 mana with counter/removal backup. Playing the deck, it feels like a 'BGx rock with counterspells', as the deck plays out using a lot of removal/counter in the early game and playing hard-to-deal-with threats in the midgame protecting it with counters or removing blockers. So it's not uncommon Tasigur is cast with 1~3 mana. Also it eats whatever removal/counter that the regent or stormbreath dragon eats, which is also another advantage.
Terminate - The original list had Terminate instead of Dismember but I forgot to get my terminates from my home so I used dismember. But the possibility of using only 1 mana to cast dismember is really crucial against twin decks. The only case where I can think about where terminate is better than dismember is against Wurmcoil Engines or the +1/+1 counter from Dromoka's Command when dealing with Tasigur/Siege Rhino/Batterskull. Maybe for sideboard, but even in that case I think Slaughter Pact is better.
Other Changelings - I don't think other changelings are maindeck-worthy barring maybe Chameleon Colossus, which is a green card. Mutavault is one option, but I don't like using scorn as a Cancel instead of Counterspell (You cant' reveal mutavault in your hand). For Taurean Mauler, it just dies to everythink where Tasigur wouldn't die, and considering Tasigur frequently is cast with 3 mana, I don't think being a changeling is a big enough advantage using the card.
Dragonic Roar - Searing Blaze is definitely a good magic card, but there's no slot for the card.
If I don't use bolt, there's no reason to use red, killing off that turn-one threat/mana dork is just too important in the relevant matchups.
Using Roar instead Nameless Inversion makes the Scorn/Invocation less reliable, and removing Remand makes the deck to vulnerable against non-aggro decks.
I'm going to my LGS for a 3-round modern tourney today with maybe maindeck Shadow of Doubt or Squelch. I'll post the results after participating.

Silumgar's Scorn - A reliable real Counterspell? Sounds good.

Other possible maindeck/sideboard Options:
I think this deck has plenty of potential to be a tier deck. Any suggestion and discussion is welcome
