I feel that Tempo Twin is just a better deck that's more consistent and also faster. Blood Moon main board doesn't seem like a good call for a deck without mana acceleration. Remand and Snapcaster Mage in disruption and tempo, in conjunction with Vendilion Clique, makes it really hard to give up on blue.
I have been having some success with this deck at my LGS, making the top 4/finals several times, and winning once. I've also 1-3'd a couple times due to my mistakes/poor draws. This is from playing a bunch of weekly tournaments - usually around 16 people, and a GPT that had 24.
I don't have fetch lands but this deck doesn't need them (of course fetches would improve the percentages a bit). Originally I had added 4 Leonin Arbiter and 4 Ghost Quarters to make "Hatebear twin". It worked well enough, but often the Arbiter or Ghost Quarter would not be relevant (or would not appear together), and the Ghost Quarters were hurting the manabase.
The 2x Pyroclasm/1x Wrath of God are flex spots and can change depending on your metagame. I've tried other things like Magma Jet, Blood Moon, and Ghostly Prison in these spots. My metagame is close to 50% pod, so Pyroclasm and the Wrath (latest addition) are in for now.
What's nice about this deck is that people don't expect it, and don't necessarily know how to play against it. It can win the mid-range game by making a bunch of angels and golems. Turn 3 Splicer, turn 4 Resto, turn 5 double bolt is 20 points of damage which comes out of no where. And of course you can get the insta-kill with splinter twin/kiki. I've also won games by putting Splinter Twin on a Blade Splicer or a Wall of Omens (watch out for Threads of Disloyalty though!).
The advantage over U/R twin is you get to play better creatures, path to exile, and more bolts. Wall of Omens plus Blade Splicer plus Lightning Helix (plus Resto to flicker) shuts down a lot of creature based strategies like zoo or pod beatdown.
This is probably closer to UWR twin as they both have the walls, but give up Remand for Blade Splicer and a slightly better mana base.

and now UR twin splashes for goyf and ooze so they have better creatures
Yes, its possible RUG goyf-twin is the best version, however it is a considerably more $$ expensive both in mana base and creatures. If you don't have goyfs or fetch lands (I don't) R/W is a good alternative. U/R also has the advantage of being able to play more cantrips & snapcaster. R/W plays more like a midrange deck that can combo off. Its creatures are more resilient over the U/R version.
Whoah, that's awesome! You could also use Zealous Conscripts as the other combo piece if you wanted to stay mono-red. I do like the white flicker package though.
What if we add something like Avalanche Riders and Magus of the Moon in this deck? Just throwing aound some ideas. It seems great to sow our opponent down and can give us a way to slow down Scapeshift.
Avalanche Riders in the RW deck might be good too. On my upkeep, flash in Resto responding to the echo cost, flicker Avalanche Riders, destroy another land?
Now we just need Flametongue Kavu (unfortunately its nor legal in this format)
It seems its on its own RW in modern is just kiki-jiki and resto getting value out of cards like blade splicer, bellringer and wall of omens. And you either run the Twin or Blood Moon gimmick to make it strong enough to fight tier 1 decks.

This is my build that I've played at many FNMs and have consistently. The deck is really solid as more of a midrange as opposed to the control or combo of regular U/R twin. im still looking for a 4 of sleeper to push the deck past its tipping point. The build is super consistent already and can answer most decks including completely wrecking regular U/R twin. Anyone have any ideas about what would fit or how to change it?
I have something similar as well but the amount of point removal in your list seems a little high, maybe a Wrath of god or Anger of the Gods depending on your local meta and if you prefer having a 3 or 4 mana spell (my list is heavy on 4 mana spells so I rather have Anger). I have a Outpost Siege to get passed Ghostly Prison,Ensnaring Bridge or to get a card advantage over time and it works out really well for me. I also have 2x Blood moon main, so I took out a Path to exile and replaced it by a Roast since I don't want to give away basic lands with a Blood moon in play. I like the idea of Faithless Looting and I will most certainly try it. I also don't like Blade Splicer but that's a personnal preference. I replaced it with Brimaz, King of oreskos. Here is my list :

This version relies more on beats & ETB triggers. It plays 4 Blade Splicer and 4 Wall of Omens, using Restoration Angel, Kiki-Jiki, Mirror-Breaker and Splinter Twin to extract maximum value out of those cards.
Of course, the deck has the requisite Twin insta-kill combos:
Village Bell-Ringer + Twin/Kiki-Jiki
Restoration Angel + Kiki-Jiki
Without blue, you have to rely on scrying effects instead, and whatever draw you can find in RW (Wall of Omens). Temple of Triumph (!), Magma Jet and Relic of Progenitus make appearances as 2-ofs.

You can main deck relic and blood moon in the UR builds.
You get path over flame slash, and you get resto angle over pestermite. You also get ground white creatures instead of counters and cantrips.
I think the only reason it did well as people did not know what was going on, and it got some free wins with blood moon.
